2783 Authorize Improvement Moundview AdditionEr 22s ( Published in the Salina Journal , 1964.). A RESOLUTION authorizing and ordering -certain street, sewer and water mains nd hydrant improvement, ordering preparation of plans and specifications, and he estimate of costs. WHEREAS, the public hearing on the advisability of the following improvements, t! 1. () ;The curbing, guttering and paving with concrete, 33 feet wide, from back of curb to back of curb, Moundview Avenue from the south line of Edgedale Drive to the north side of McAdams Road. Sanitary sewers to serve -Block -3 and -Block 7;-.Replat of Faith Addition. was held as provided by Resolution Number 2779 adopted and approved by the Board of Commissioners of the City of Salina, Kansas, on the 18 day of May, 1964. - WHEREAS, notice of public hearing on the advisability of the said improve- ments has been publisheddin The Salina Journal, the official city newspaper on the 22 day of May, 1964, and the 29 day of May, 1964 as provided by said Resolution and G. S. 1961 Supp. Sections 12-6a01 to 12-6al8. WHEREAS, the Board of Commissioners of the City of Salina, Kansas, met in the Commissioners Room at theOCity Hall on the 8 day of June, 1964, at 4:00 o'clock P.M. for the purpose of conducting a public hearing on the advisability of said improvements,. -said hearings were finally adjourned ontthe 15 day of June, 1964 all as provided by law. WHEREAS, six (6) 4tonths have not elasped since the final adjournment of said public hearings. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF SALINA, KANSAS: Section 1. That the following improvements be and the same are hereby auth rized and ordered to be made in accordance.with the findings of the Board of Commissioners of The City of Salina, Kansas, upon the advisability of the improvements, to -wit: 1. (a) The curbing, guttering and paving with concrete 33 feet wide from back of curb to back of curb, Moundview Avenue from the south line of Edgedale " Drive to the north side of McAdams Road. . (b) The curbing, guttering and paving with concrete 33 feet wide from back of curb to back of -curb, McAdams -Road from the east side of. Ohio Street to the east side of Moundview Avenue. (c) The curbing, guttering and paving with concrete 33 feet wide from back of curb to back of curb, Edgedale Drive from the west line of Moundview Avenue to the west line of Meadowbrook Road. 2. Water Main to be installed in the above described streets with 1" copper service stubbed out at each lot. 3. Sanitary sewers to serve Block 3, and Block 7, Replat of Faith Addition. 1 1 1 The extent or boundaries of the proposed improvement district to -be assessed is: That part of the City of Salina, Saline County, Kansas, described as follows; to -wit':' - - (1)� Beginning at a point at the northwest corner of Lot -8, Block 9, of the Replat of Faith Addition; (2) thence east along the boundaries of said Block 9 to a point 30 feet east of the west line of Lot 12- in said Block; (3) thence south following a line 30 feet east of the west line of said Lot 12 and crossing Edgedale Road and following the west line of Meadowbrook Road, crossing McAdams Road and continuing same line to the southeastcorner of Lot 9,, Block 3 of Meyer Addition; (4) thence west along the centerline of said easement -in said Block 3 and its extension to the west line of Manchester Road; (5) thence south following the west line of Manchester Road to a point which is 21,82 feet south of the north line of Lot .14J• Block 1, Meyer Addition; (10) thence--east,-,along the -north line of said Lot 1 and Lot 14 of the same - block crossing Manchester Road and continuing the same.line to the east line of Lot 1, Block 2, of the same Addition; (11) thence north along the center line of north -south easement of Block 6 of same Addition and continuing same line to the south line of Edgedale Drive; (12) thence east along the south line of Edgedale Drive to the west line of Moundview Avenue;_ (13) thence northerly drossing Edgedale Drive; -.to the southwest corner of Lot 8, Block 9, Replat of Faith Addition; (6) thence west following a line 21.82 feet south of north line of said or to the point of beginning. (8) thence west on the south line of sadd Lot 5 to the east line of Ohio Costs chargeable to the City at Large in the amount of $11,731.00 Street;. The assessments with accrued interest shall be levied as a special tax (9) thence north along the east line of Ohio Street to the riorth,line of taxes and shall be payable in Ten (10) equal annual installments. Lot 1, Block 1, Replat of Faith Addition; (10) thence--east,-,along the -north line of said Lot 1 and Lot 14 of the same - block crossing Manchester Road and continuing the same.line to the east line of Lot 1, Block 2, of the same Addition; (11) thence north along the center line of north -south easement of Block 6 of same Addition and continuing same line to the south line of Edgedale Drive; (12) thence east along the south line of Edgedale Drive to the west line of Moundview Avenue;_ (13) thence northerly drossing Edgedale Drive; -.to the southwest corner of Lot 8, Block 9, Replat of Faith Addition; (14) thence north along the west line of said Lot 8 to its northwest corner, or to the point of beginning. The estimated or probable cost of such improvements is $67,969.00 The proposed apportionment of cost between the improvement district and the City at Large is as follows: 1. Cost chargeable to Private Property in the amount of $56,238.00 2. Costs chargeable to the City at Large in the amount of $11,731.00 -3. The assessments with accrued interest shall be levied as a special tax upon the property included therein concurrent with the general property taxes and shall be payable in Ten (10) equal annual installments. 4. The methods of assessment shall be based on the area of each lot or parce of ground within the benefit district Faith adjustments made for unusual shaped lots with extreme depths. For the purpose of these calculations the lot widths used will be measured at the building -line at 25 feet or at 50 feet, (wichever gives the lessor width on other than rectangular lots times the depth which for these lots will all be 110 feet.) 20 Section 2.. That.the City Engineer be, and he is hereby directed and ordered o prepare plans and specifications, and estimates of the cost of said improvements y the 20 day of July, 1964. Section 3. That the said improvements shall not be commenced.if *ithin twenty (20) days after publication of the resolution, written protests by both fifty-one 51) percent or more of the resident.owners of record of property within the , improvement district and the owners of record -of more than'one-half of the total area of such district, are filed with the City Clerk.
