A RESOLUTION authorizing and ordering certain street, sewer and water
mains and hydrant improvements, ordering preparation of plans and specificat
and the estimate of costs.
WHEREAS, the public hearing on the advisability of the following
improvements, to -wit:
1. The curbing, guttering and pavement with concrete,
41 feet wide, from back of curb to back of curb, on Ohio
Street from the end of existing concrete. Pavement just
north of Elm Street to the center line of Pacific Street,
2. The water main to be installed within the limits of
right-of-way on Ohio Street from the center line of Elm
Street to the center line of Pacific Street.
3. 1" water service to be stubbed out from the main to
back of curb for each lot.
4. Sanitary Main and pump station within the limits of
righ-of-way on Ohio Street, from the center line of Elm
Street to the center line of Pacific Street.
5. Storm sewer to be installed within the limits of
righ-of-way on Ohio Street from the Smoky Hill River just
north of Elm Street to the center line of Pacific Street.
was held as provided by Resolution Number 2658 adopted and approved by the
Board 6f Commissioners of the City of,Saiina, Kansas, on' -the 25th day of.
September, 1962.
WHEREAS, notice of public hearing on the advisability of the said
improvements has been published in The Salina Journal, the official city
newspaper on the 34d day of October, 1962 and the 10th day of October, 1962
as provided by said Resolution and G. S. 1959, Supp. Sections 12-6a01 to
12-6al8.
WHEREAS, the Board -of Commissioners of the City ofiSalina,-Kansas, met
in the Commissioners Room at the City Hall on the 23rd day of October, 1962
at 4:00 o'clock P. M. for the purpose of conducting a public hearing on the
advisability of said improvements, said hearings were finally adjourned on
the 13th day of November, 1962 all as provided by law.'
WHEREAS, six (6) months have not elapsed since the final adjournment
of said public hearings.-
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY
OF SALINA, KANSAS:
Section 1. That the following improvements be and the same are hereby
authorized and ordered to be made in accordance with the findings of the
Board of Commissioners of the City of Salina, Kansas, upon the advisability
of the improvements.,, to -wit:. - -
1. The curbing, guttering and pavement with concrete,
41 feet wide, from back of curb to back of curb, on Ohio
Street from the end of - existing concrete. Pavement just
north of Elm Street to the center line of Pacific Street.
2. The water main to be installed within the limits of
right-of-way on Ohio Street from the center line of Elm

The extent or boundaries of the proposed improvement district to be assessed
is
That part of the City of Salina, Saline County, Kansas, described as follows,
to -wit:
Beginning at a point 240 feet east of the center line of Ohio
Street and in the center of the Smoky Hill River, City of
Salina, Saline County, Kansas.
thence north of a line 240 feet east and parallel to the center
line of Ohio Street to the southeast corner of Lot 14,
Cloverdale Annex.
thence continuing north along the east line of Lots 14, 15 and
16 of said Cloverdale Annex to the south line of Prospect
Avenue thence east along the south line of Prospect Avenue 31
feet.
thence north across Prospect Avenue and along the east line of
Lots 20, 21, 22, Block 1, Cloverdale Addition.
thence northwest to a point on the south right-of-way line of
Chicago, Rock Island and Pacific Railroad which point being
200 feet east of the center line of Ohio Street.
thence north on a line 200 feet east and parallel to the
center line of Ohio Street to the north line of Pacific
Street.
thence west along the north line of Pacific Street to a point
200 feet west of the center line of Ohio Street.
thence south on a line 200 feet west and parallel to the center
line of Ohio Street to the south line of the Chicago Rock
Island and Pacific Railroad righ-of-way to the north line of
Lot 1, East Gardens, City of Salina, Kansas.
thence west along the west line of Lots 1, 2, 3, 4, 5, 6 and
7, East Gardens.
thence northeast along the south line of Lot 7 to a point 200
feet west of the center line of Ohio Street.
thence south along a line 240 feet west and parallel to the
center line of Ohio Street to the center line of the Smoky
Hill River to the point of beginning.
The estimate or probable cost of such improvements is $271,209.50/
The apportionment of cost between the improvement district and the City at
large is as follows:
1. Costs chargeable to Private Property in the amount of
$133,338.48 or approximately 49.15 per cent.
2. Costs Chargeable to the City at Large in the amount of
$137,971.02 or approximately 50.85 per cent.
3. The assessments with accrued interest shall be levied as
a special tax upon the property included therein concurrent
with the general property taxes and shall be payable in
Twenty (20) equal annual installments.
4. The method of assessment shall be based on the adjusted
front -- footage of each lot or parcel of ground within the
benefit district.

Section 2. That the City Engineer -be, and he is hereby directed and
ordered to prepare plans and specifications, and estimates of the cost of
said improvements by.the 11th day'of-December., 1962.
Section 3. That the -said -improvement shall not be commenced if within
twenty (20) days after publication of the Resolution, written protests by
both fifty-one (51) per cent or more of the resident owners of record of
property within the improvement district and the owners of record of more than
one-half of the total area of such district, are filed with the City Clerk.
Adopted and approved by the Board of Commissioners of the City of
Selina, Kansas in regular sssion this 27th day of November, 1962.
