A RESOLUTION authorizing and ordering certain street, sidewalk, sewer and
water mains and hydrant improvements, ordering preparation of plans and

specifications and'the estimate of costs..
WHEREAS, the public hearing on the advisability of the following improvements
to�!wit :
1. The curbing, guttering and paving of:
(a) Otto Avenue, from the east line of Haskett Avenue to the
west line of Broadway Boulevard.
(b) Venus Avenue, from the east line of Neptune Avenue to a
point 360 feet east of the east line of Hageman Avenue.
(c) Jupiter Avenue, from the east line -of -Neptune Avenue to
The west line of Hageman Avenue.
(d) Mercury Avenue, from the east line of Hageman Avenue to
a point 345 feet east.
(e) Mars Avenue, from the south line of Otto Avenue to a
point 395 feet south.
(f) Neptune Avenue, from the south line of Otto Avenue to a
point 565 feet south.
(g) Hageman Avenue, from a point 140 feet north of the north
line of Otto Avenue to the southlline of Jupiter Avenue.
(h) Tulane Avenue, from a point 140 feet north of the north
line of Otto Avenue to a point 130 feet south of the south
line of Otto Avenue.
2. Water Main to be installed An all the above described streets with
a 1 inch copper service service provided at each lot.
3. The Sanitary Sewer to serve all lots and parcels within the benefit
district.
4. Sidewalks at all intersections and corner lots in each block of
benef it district.
Iwas held as provided by Resolution Number 2650 adopted and approved by the Board
of Commissioners of the City of Salina, Kansas, on the 11th day of September, 1962.
WHEREAS, notice of public hearing on the advisability of the said improvement:
has been published in The Salina Journal, the official city newspaper on the 25th
day of September, 1962 and the 2nd day of October 1962 as provided by said
Resolution and G. S. 1959, Supp. Sections 12-6a01 to 12-6al8.
WHEREAS, the Board of Commissioners of the City of Salina, Kansas, met in
the Commissioners Room at the City Hall on the 9th day of October, 1962 at 4:00
o'clock P. M. for the purpose of conducting a public hearing on the advisability
of said improvements, said hearings were finally adjourned on the 9th day of
October 1962 all as provided by law.
WHEREAS. six (6) months have not elapsed since the final adjournement of
said public hearings.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
SALINA, KANSAS:
Section 1, That the following improvements be and the same are hereby author zed
and ordered to be made in accordance with the findings of the Board of Commissiones
of the City of Salina, Kansas, upon the advisability of the improvements, to -wit:

(8) thence south along the east line of said Lot 12 to its
southeast corner.
(9) thence crossing Venus Avenue to a point on the south
line of which point is also the northeast corner of Lot
4, Block 6 of said Addition.
(10) thence south along the east line of said Lot 4 and Lot
14 of same blokc continuing south across Mercury Avenue
and along the east line of Lot 4 and Lot 14 of Block 7
to the southeast corner of said Lot 14 of Block 7 which
point is also the north line of Jupiter Avenue,
(11) thence west along the north line of said Jupiter Avenue
to the east line of Hageman Avenue.
(12) thence south along the east line of said Hageman Avenue
to the southwest corner of Lot 1, Block 8 of said Add:.
(13) thence crossing Hageman Avenue southwesterly to a point
112.2 feet south of the south line of Jupiter Avenue.
(14) thence west through the midline of Lot 12, Block 12 of
said Addition and continuing west along the south lines
of lots 10, 9, 8 and 7 to the northwest corner of Lot 17 -
of the same Block 12.
(15) thence northwesterlh along the backs of Lots 7, 6, 5, 4
and through the midline of Lot 2 all in Block 12 to a
point on the east line of Neptune Avenue and 115 feet
southwesterly from the south line of,Jupiter Avenue.
(16) thence northeasterly along the east line of Neptune
Avenue to the south line of Jupiter. ,
(17) thence westerly across Neptune Avenue to the southeast
corner of Lot 9, Block 13, of said Addition.
(18) thence northwesterly along the south line of said Lot 9
to its southwest corner.
(19) thence northeasterly to the northwest corner of said
Lot 9
(20) thence north to the southeast corner of Lot 15 in said
Block 13.
(21) thence westerly along the south line of said Lot 15 to
its southwest corner which corner is also the east line
of Mars Avenue.
(22) thence crossing Mars Avenue westerly to the southeast
corner of Lot 6 in Block 14 of said Addition.
(23) thence northwesterly along the south line of said Lot 6
to its intersection with a line 200 feet east and parallel
to the north and south center line of said Section 26 or
the center line of Haskett Avenue.
(24) thence dues west to the center line of Haskett Avenue.
(25) thence north along the center line of Haskett Avenue to
the southwest corner of Southwest Quarter of Northeast
Quarter of Section 26.
(26) thence east along the north line of Wallerius Addition
to the east line of said Addition.
(27) thence south 230 feet to the point of beginning.
The estimated or probable cost of such improvements is $329,282.00.

. The extent or boundaries of the proposed improvements district to be
assessed is:
That part of the City of Salina, Saline County, Kansas, described as
follows, to -wit: -
(1) Beginning at a,,point 230 feet south of the north-
east corner of the southeast quarter of Section 26
Township 14 South Range 3 west of the Sixth P. M.
(2) thence south along the east line of said Quarter
Section 245 feet
(3) thence west through Lot 8, Block 2, Wallerius
Addition and along.the south line of Lot 4, in
said Block 2 to the southwest corner of said
Lot 4
(4) thence north and westerly along the east line of
Tulane Avenue to the southwest corner of .Lot l in
said Block 2.
(5) thence vrossing Tulane Avenue southwesterly to the
southeast corner of Lot 8_, Block 5 of, said Addition
and following the south boundary of said Lot 8 to
its southwest corner.
(6) thence northwesterly along the back line.of said --Lot
8 to its northwest corner._
(7) thence west along the south lines of Lot 6 and 5
to the northeast corner of Lot 12 of said Block.5.

The apportionment of cost between the improvement district and the City
at large is as follows:
1. Costs Chargeable to Private Property in the amount
of $238,183.00 or approximately .7233 per cent.
2. Costs Chargeable to City at Large in the amount of
$91.099.00 or approximately .2767 per cent.
3. The assessments with accrued interest shall be levied
as a special tax upon the property included therein
concurrent with the general property taxes and shall
be payable in 10 equal annual installments.
4. The method'of-assessments shall be made on the square
o foot basis. The assessment of each lot, piece or
parcel of land shall be made in direct proportion to
its fraction of the total area of property benefited.
Section 2. That the City Engineer be, and he is hereby directed and
ordered to prepare plans and specifications, and estimates of the cost of
said improvements by the 23rd day of October, 1962.
Section 3. That the said improvements shall n6t be commenced if within
twenty (20) days after publication of the.Resolution, written protests by
both fifty-one (51) per cent or more of the resident owners of record of
property within the area of such district, are filed with the City Clerk.
Adopted and approved by the Board of Commissioners of the City of Salina,
Kansas, in regular session this 16th day of October, 1962.
