RESOLUTION NUMBER 3061
A RESOLUTION directing and ordering a public hearing on the.
advisability of 'a water main improvement in'a certain district and giving
notice of such -hearing.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
That a public hearing shall be held by the Board of Commissioners of
the City of Salina, Kansas, on the advisability of the following improvements:
The installation of an 8" cast iron pipe water
main beginning at an existing 8" water main
located on the south side of North Street at.
the' -end of Idlewilde Place; thence running east
approximately 110 feet to the south parking,of
North Street; thence north crossing North Street
to the north parking; thence east in the north
parking of North Street to the east line of Lot 4,
Brown & Brown Addition # 1 to the City of Salina,
Saline County, Kansas.
on the 4j_n day of June, 1970, at 4:00 o'clock P.M. in the Commissioners Room,
in the City -County Building, as provided by K. S. A: Sections 12-6a01 to 12-6al
State of Kansas.
The City Clerk.shall publish the following notice of such public
hearing in .the official city newspaper in the manner provided by law.
NOTICE OF PUBLIC HEARING ON THE ADVISABILITY OF
A WATER MAIN IMPROVEMENT
Notice is hereby given that the.Board of Commissioners of the City
of Salina, Kansas, will meet for the purpose of holding a public hearing as
provided by K. S. A. Sections 12-6a01 to 12-6a18, State of Kansas, in the
Commissioners Room, in the City -County Building, on the 22n_d=day of June, 1970,
at 4:00 o'clock P.M., to consider the advisability of the following improvement
The installation of an.8" cast iron pipe water
main beginning at an existing 8" water main
located on the south side of North Street at
the end of Idlewilde Place; thence running east
approximately 110 feet to the south parking of
North Street; thence north crossing North Street
to the north parking; thence east in the north
parking of North Street to.the east line of Lot 4,
Brown & Brown Addition # 1 to the City of Salina,
Saline County, Kansas.
The extent or boundaries of the proposed improvement district to be
assessed is:
That part of the City of Salina, Saline County, Kansas, described
as follows, to -wit:
Beginning at a point on the center line of Idlewilde
Place and the north right-of-way line of North -Street;
thence east along the north right-of-way line of North
Street to the west line of Lot 6, White Acres Addition;
thence north to a point midway between North Street and
Dewey Street; thence east on a line midway between North
Street and Dewey Street through Lots 6 and 7, White Acres
Addition, and Lots 1 and 4 of Brown & Brown Addition # 1;
to the east line of Lot 4, Brown ,& Brown Addition # 1;
thence south along the east line of said Lot 4, to the
center line of North Street; thence west along the center
line of North Street to a point 645 feet east of the
northwest corner of.the Southeast Quarter of Section 7,

Township 14 South, Range 2 West of the Sixth. Principal
Meridian; thence south to a point 200 feet south of
the south right-of-way line of North Street; thence west
following a line 200 feet south of the south line of
North Street to a point on the east line of the
Southwest Quarter of said Section 7; thence south to the
center line of the Smoky Hill River; thence southwesterly al
along the center line of Smoky Hill River to a point 650
feet south of the south right-of-way line of North Street;
thence west to the east edge of Lakewood Park Lake, thence
northwesterly following the edge of said lakd to a point
on the center line of Idlewilde Place, extended south;
thence north to the point of beg inning,,c"
The estimated or probable cost of such improvements is $14,608.79.
The proposed apportionment of cost between the improvement district
and the City -at -large is as follows:
1. Costs chargeable to Private Property in the amount of $10,608.79.
2. Costs chargeable to the City -at -large in the amount of $3,614.21.
3. The assessment, with accrued interest, shall be levied as a
special tax upon the property included therein concurrent
with the general property taxes and shall be payable in
ten (10) equal annual installments.
4. The method of assessment shall be based on the square footage
of the property described in the Benefit District.
The hearing may be adjourned from time to time until the Board of
Commissioners shall have made findings by resolution as to the advisability of
the improvements, the nature of the improvement, the estimated cost, the
boundaries of the improvement district, the method of assessment and the
apportionment of the cost between the District and the City -at -large, all as
finally determined by the Board of Commissioners, provided, the area of the
improvement district may be less than; but shall not exceed the area proposed
to be assessed as stated in this notice, without giving notice and holding a
new hearing on the improvement. All persons desiring to be heard with reference
to the proposed improvement will be heard at this meeting.
