The promotion of downtown Salina will be the responsibility of
the Salina Downtown, Inc.'s Promotion Committee, a standing Committee.
The Promotion Committee will develop and implement an ongoing and
comprehensive promotional program for the area within the BID. The
Downtown Coordinator will be the staff for the Promotion Committee. The
Marketing Director, appointed by the Chamber of Commerce, will provide
advice and guidance, when appropriate, and assist in coordinating
downtown promotional efforts with community -wide promotional efforts.
The Promotions Committee will have a budget of -$5,000 from the
$20,000 BID assessment in 1987. Kansas Statutes limit the purposes to
which BID funds may be spent "to ... governmental functions... which a city
is authorized to perform or provide.." Within such limits, the Committee
may use BID funds to promote downtown Salina. Some.projects that may be
funded include brochures for use in the marketing effort, signs, banners,
event funding and similar generic promotions. However, BID funds cannot
be used for commercial advertising for sales events and other advertising
for private promotions. Private funds must be raised by the Promotion
Committee to finance promotional efforts and events that cannot be funded
by the BID.
Maintenance
The maintenance of downtown consists of the upkeep of the existing
and new public improvements. Also, an ongoing effort should be made to
encourage and assist private property owners with their maintenance,
needs and plans, including refuse collection and snow removal.

It is suggested that the City continue to be responsible for normal
maintenance for this public property. This is based on the fact that
the City is responsible for maintenance of all public facilities
wherever they may be located. However, it is recognized that downtown
Salina has special maintenance needs. These needs may include such
items as removal of vegetation from the sidewalk and perhaps more
frequent cleaning and upkeep than the City normally provides.
Salina Downtown, Inc. will appoint a standing Maintenance Committee
with responsibility to monitor and advise on downtown's normal and
special maintenance needs. The Committee will encourage and aid private
property owners in their maintenance plans and needs including refuse
collection and snow removal.
BID will contract with the City to perform special maintenance in
the downtown. In 1987, a special maintenance agreement will be for
$15,000, which will come from the BID assessment. In future years, this
amount could be adjusted depending on the level of special maintenance
desired by the BID.
Design Review
The Design Review Committee will continue to function as outlined
by City ordinances except that the ordinances should be amended to
provide that the Design Review Committee be a standing Committee of
the BID. The Committee's function and authority will continue as under

the existing ordinance. The Design Review Committee members are
appointed by the Mayor from recommendations by the Board of Advisors of
the BID.
Funding
This proposal is for the City, Chamber of Commerce and Salina
Downtown, Inc. to fund jointly the downtown programs. It is a private -
public partnership. The BID assessments would be, as initially
envisioned, concentrated on services in the assessment district. The
level and method of assessments could, of course, be changed from year to
year depending upon the recommendations of the Board of Advisors and
approval by the City Commission. Private funding will be contributed by
the Chamber of Commerce for community marketing efforts. The businesses
in downtown will raise private funds for promotional and support
activities.
In 1987, the BID budget is approximately $35,000•with $20,000 from
BID assessments and the remaining $15,000 from City funds. In order to
implement this program in 1987, the City will have to provide $158,000
from City funds and the Chamber of Commerce and Salina Downtown, Inc.
will provide approximately $42,000. Budgets for 1988 and 1989 would be
at the same level.

DOWNTOWN COORDINATOR
Under direction of the Chair of Board of Advisors of Business
Improvement District No. 1 and Salina Downtown, Inc., develops and
implements a retail and commercial promotional and marketing programs for
Business Improvement District No. 1. The Coordinator works closely with
committees of Salina Downtown, Inc., and cooperates with the Salina Area
Chamber of Commerce Marketing Director.
Examples of Duties
- Develops and implements in cooperation with the Promotions
Committee of Salina Downtown, Inc., specific retail promotional
efforts and events in the Business_ Improvement District.
- Develops and implements in cooperation with the Marketing Committee
of Salina Downtown, Inc., an effective marketing program to attract
to and retain within Business Improvement District No. 1 retail and
other commercial businesses.
- Coordinates downtown promotional activities with similar events
throughout the City.
Reviews current and proposed state and federal legislation that
could affect the Salina Business Improvement District No. 1.
Researches and completes information on various sources of funding.
Performs the necessary administrative and clerical work required
for the operation of the BID..
Advises and assists Board of Advisors of BID and Salina Downtown,
Inc., and committees with other matters relating to BID's growth and
development.
Meets and.confers with property owners and others who have property
or buildings to rent or sell in the BID.
Cooperates with the Marketing Director of the Salina Area Chamber of
Commerce to promote and increase business activity in the BID.
Keeps current on matters relating to commercial and retail
promotion ideas, concepts and practices.
Peforms other related work as directed by the Chair.
Desirable Qualifications
Completion of Bachelor's Degree at an accredited university or
college. Academic training and/or experience and knowledge in the areas
of public relations, advertising and commercial and retail promotions.
Must possess a high level of personal initiative, organizational skills
and ability to deal with divergent groups, organizations and individuals.
Must possess a high level of verbal and written communication skills.
MARKETING DIRECTOR
Under direction of the President of the Salina Area Chamber of
Commerce, develops and implements a city-wide retail and commercial
marketing program. Special effort and attention will be directed to the
areas of greatest need in the City, which shall specifically include
Business Improvement District No. 1. The Director works closely with
private individuals and organizations to develop and implement a
marketing program that will be most effective and beneficial to the
community and to existing and future businesses.
Examples of Duties
- Develops, in consultation with interested groups and individuals,
and implements a comprehensive marketing plan for retail and
commercial properties and buildings in the City.
- Develops and implements in cooperation with the Marketing Committee
of Salina Downtown, INc. and the Downtown Coordinator an effective
marketing program to attract to and retain within Business
Improvement District No. 1 retail and other commercial businesses.
- Advises and assists the Marketing Committee of Salina Downtown, Inc.
and other similarly organized groups -to develop and implement
specific retail promotion efforts and events.
- Prepares and distributes brochures and other information throughout
the state and nation concerning commercial and retail opportunities
in the City.
- Meets and confers with property owners and others who have property
or buildings to rent or sell in the City.
- Seeks out and meets with businesses interested in relocating or
expanding in Salina.
- Cooperates with other divisions of the Salina Area Chamber of
Commerce to promote and increase business activity in the City.
- Keeps current on matters relating to commercial and retail marketing
and promotion ideas, concepts and practices.
- Peforms other related work as directed by the President.
