3197 Authorize Crawford Street ImprovementsRESOLUTION NUMBER 3197 cowpuo•rso-uu�• I 1 (Published in The Salina Journal 1974) A RESOLUTION authorizing and ordering certain paving and grading improvements, ordering preparation of -plans and specifications, and the estimate of costs. WHEREAS, the public hearing on the advisability of the following improvements, to -wit: The paving and grading of Crawford Avenue from the Smoky Hill River Bridge to the Southeast corner of the Southwest Quarter (SW=,) of Section Seventeen (17), Township Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian in Saline County, Kansas was held as provided by Resolution Number 3194, adopted and approved by the Board of Commissioners of the City of Salina, Kansas, on the 29th day of July, 1974. WHEREAS, notice of public hearing on the advisability of the said improvements has been published in the Salina Journal, the official city newspaper, on the 31st day of July, 1974, and the 7th day of August, 1974, as provided by Resolution and'K:- S. A. Sections 12-6a01 to 12-6a18. a WHEREAS, the Board of Commissioners of the City of Salina, Kansas, met in the Commissioners' Room, in the City -County Building, on the 12th day of August, 1974.at 4:00 o'clock P.M. for the purpose of conducting a public hearing on, the advisability of said improvements, said hearings were finally adjourned on the 12th day of August, 1974, as provided by law. WHEREAS, six (6) months have not elapsed since the final adjournment of said public hearing, NOW THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the following improvements be and the same are hereby authorized and ordered to be made in accordance with the findings of the Board of Commissioners of the City of Salina, Kansas, upon the advisability of the following improvements, to -wit: The paving and grading of Crawford Avenue from the Smoky Hill River Bridge to the Southeast corner of the Southwest Quarter (SW4) of Section Seventeen (17), Township Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian in Saline County, Kansas The extent or boundaries of the proposed improvement district to be assessed is: That part of the City of Salina, Saline County, Kansas, described as follows, to -wit: The South 200 feet of Upper Mill Heights Addition Number 2, except right-of-way for Crawford Avenue. The South 200 feet of a tract of land in the Southwest Quarter (SW4) of the Southeast Quarter (SE4)1of Section Eighteen (18), Township Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian, lying east of Upper Mill Heights Addition Number 2 and west of Rolling Hills Addition, except right-of-way for Crawford Avenue. The South 10 feet of Lot 17, and all of Lots 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, Block 4, Rolling Hills Addition. �1 1 Lot 1 and the South 65 feet of Lot 2; the .North 10 feet of Lot 2 and all of Lot 3; Lot 4; The South 37.5 feet of Lot 5,,Block 5, Rolling Hills Addition.. Lots 1, 2, 9 except the West 15 feet; Lots 10, 11, 12, 13, 14, 15, 16, 17, 18, Block 6, Rolling Hills Addition. Lots 1, 2, 3, 4, 5, 6, South 37.5`feet of Lot 7, Block 7 Rolling Hills Addition. The South 200 feet of the Southwest Quarter (SW4) of Section Seventeen (17), Township Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian, except right-of-way for Crawford Avenue. The North 200 feet of the Northwest Quarter (NW4) of the Northeast Quarter (NE4) of Section Nineteen (19), Township Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian, except.right-of-way for Crawford Avenue. The North 200 feet of the Northeast Quarter (NE4) of the Northeast Quarter (NE4) of Section Nineteen (19), Township.Fourteen (14) South, Range Two (2) West of the Sixth Principal Meridian, except right-of-way for Crawford Avenue. All of Country Hills Addition Number 1. Lots 2, 3, 4, Block 1, Country Hills Addition Number 2. Lots 1 and 2, Block 2, Country Hills Addition Number 2. The North 200 feet of the Northeast Quarter (NE4) of the Northwest Quarter (NW4) of Section Twenty (20), Township Fourteen (14) South, Range Two (2) West of the Sixth Princi.pal Meridian. The estimated or probable cost of such improvements is $301,493.50. The proposed apportionment of.cost between the improvement district and the City -at -large is as follows: 1. Costs chargeable to private property in the amount of $219,161.80. 2. Costs chargeable to the City -at -large in the amount of $82,331.70. 3._ The assessment with accrued interest to be levied as a special assessment tax upon the property included �ilthin the benefit district concurrent with the general property tax and shall be payable.in ten (10) equal annual installments. 4. The method of assessment shall be based -on the front footage of property adjacent to the improvement. The proration of cost to each lot in the platted areas shall be based on the square footage basis. Section 2. That the City Engineer be and he is hereby directed and ordered to prepare plans and specifications. and estimates of the cost of said improvements by the <21 st day of .ctcbe; ,197.4', COMpYC�T�PYWM� Section 3. That the said improvements shall not be commenced if, within twenty (20) days after publication of the resolution, written protests by both fifty-one percent (51%) or more of the resident owners of record of property within the improvement district and the owners of record of more than one-half of the total area of such district, are filed with the City Clerk.
