3215 Create Citizens' Advisory Committee1 I - RESOLUTION NUMBER 3215 A RESOLUTION CREATING THE SALINA CITIZENS' ADVISORY COMMITTEE; SETTING FORTH ITS PURPOSES AND FUNCTIONS: DETERMINING ITS MEMBERSHIP AND THE METHOD OF SELECTION THEREOF; AND REPEALING ALL PREVIOUS ACTIONS OF THE BOARD OF COMMISSIONERS PERTAINING THERETO. BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section I. Salina Citizens' Advisory Committee. There is hereby created a committee to be known as the Salina Citizens' Advisory Committee, the purpose of which is to serve as the formal means through which active citizen participation is provided to aid and support the development and carrying out of an ongoing housing and community development plan for the City of Salina, Kansas. Section 2.:, Functions. The functions of the committee shall include: (1). The use of the skills, knowledge and experience of its members and all segments of the community which theyrrep- resent toassist and advise the City Commission, the City Manager and his staff with respect to programs for the orderly growth, development and improvement of the community; (2). Keep the general public informed about such pro- grams and :of progress thereunder; and (3). iServe as a medium for the promotion of private programs i'n support of the community development plan. Section 3.`� Membership. The membership of the committee shall be comprised of a broad cross-section of the citizenry of Salina, Kansas, in- cluding various socio-economic strata, fields of endeavor, age levels, races and both sexes. Appointments to the committee shall be apportioned throughout the community on the following basis: (1)." :,By consolidating the neighborhoods used in the Community Renewal Program (CRP) adopted July 24, 1972, the City has been divided into thirteen (13) areas or neighborhoods, as shown on the attached map. (2). 7Appointees shall be selected from each of those thirteen (13) areas on the basis of one (1) appointee (rounded to the nearest whole number) for each six hundred (600) popu',lation. (3). ,The Director of Planning shall be responsible for seeing that population estimates are updated annually and reporting to the City Commission all areas where adjustments, either increases or decreases in appointments should be acted on. iThis report shall be submitted in October of each year in order to allow the City Commission sufficient time to utilize'f'the information in making appointments for the coming year. Section 4.', Appointments. Members of the Citizens' Advisory Committee shall be appointed by the Mayor and with the consent of the Board of Commissioners of the City of'Salina. The termofoffice of each member of the committee shall be for three years and until his successor is appointed 1 and qualified; provided however, that those first appointed to the committee shall be so appointed so that approximately one-third of those so named shall serve a term of three years, approximately one-third of those so named shall serve a term of two years, and approximately one-third of those so named shall serve a term of one year. No member of the committee shall serve for more than two full consecutive three year terms. Any vacancies on the committee shall be filled for the unexpired term only. Only those persons who have been a resident of Salina for a minimum of one year shall be eligible for appoint- ment. By volunteering for appointment to the committee, it shall be assumed that each member willingly accepts the responsibility of serving as a liaison between the community at large and its Governing Body. Section 5. Organization of the Committee. The committee shall elect one of its members as chairman who shall preside at all meetings of the committee and perform all of the duties and functions of a chairman thereof. The committee shall also elect one of its members as vice-chairman who shall act as chairman during the absence or incapacity of the chairman and when so acting the member so designated shall have and perform all of the duties and functions of chairman of the committee. The committee shall also elect a secretary who need not be a member of the committee, and the member so designated shall perform all the usual duties and functions of a secretary. The term of office of the chairman and vice-chairman shall be for one year and no person shall serve for more than two consecutive terms in the same office. The chairman or vice-chairman may resign from his office at any time during his term and may do so without resigning from the committee. In such event, the committee shall elect another person to replace him and such person shall serve the unexpired term of the person he replaces. The committee may adopt such rules, regulations and by-laws as the membership deems best in order to carry out its responsibilities and functions. Section 6. This resolution shall be in full force and effect from and after its adoption. Section 7. All prior actions of the Board of Commissioners of the City of Salina, Kansas, pertaining to the formation of the Salina Citizens' Advisory Committee are hereby repealed.
