CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
March 6, 2009
7:30 a.m.
The Special Meeting of the Board of Commissioners was called to order at 7:30 a.m. in Room 107,
City -County Building. A roll call was taken.
There were present:
Mayor John K. Vanier II, Chairman presiding
Commissioner Alan E. Jilka
Commissioner Luci Larson
Commissioner Aaron Peck
Commissioner R. Abner Perney
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Shandi Wicks, Deputy City Clerk
Absent: None
Moved by Commissioner Larson, seconded by Commissioner Perney, to recess into
executive session for 20 minutes to discuss with legal counsel matters subject to the attorney-client
privilege for the reason that public discussion of those matters would waive the privilege and
adversely affect the City's interest in the matters and reconvene at 7:55 a.m. Aye: (5). Nay: (0).
Motion carried.
The Commission recessed into executive session at 7:35 a.m. and reconvened at 9:33 a.m.
Moved by Commissioner Peck, seconded by Commissioner Larson, to extend the current
executive session for an additional 17 minutes. Aye: (5). Nay: (0).' Motion carried.
The Commission recessed into executive session at 9:33 a.m. and reconvened at 9:50 a.m.
Moved by Commissioner Jilka, seconded by Commissioner Perney, to extend the current
executive session for an additional 15 minutes. Aye: (5). Nay: (0). Motion carried.
The Commission recessed into executive session at 9:50 a.m. and reconvened at 10:05 a.m.
ADJOURNMENT
Moved by Commissioner Perney, seconded by Commissioner Peck, that the Regular
Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
meeting adjourned at 10:06 a.m.

WAIVER AND CONSENT TO HOLD A SPECIAL MEETING OF THE BOARD OF
COMMISSIONERS
We, the undersigned, being duly elected, qualified and acting City Commissioners of the
City of Salina, Kansas, and constituting a majority of the Board of Commissioners of the City of
Salina, Kansas, do hereby waive notice and consent to the holding of a special meeting of the Board
of Commissioners of the City of Salina, Kansas, on the 6th day of March, 2009 at 7:30 a.m. in Room
107 at the City -County Building for:
1. Executive session (legal).
