CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
December 20, 2007
4:00 p.m.
The Special Meeting of the Board of Commissioners was called to order at 3:00 p.m. in Room 107,
w City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
There were present:
U Mayor Alan E. Jilka, Chairman presiding
Commissioner Luci Larson
Commissioner Aaron Peck
Commissioner John K. Vanier II
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Lieu Ann Elsey, City Clerk
Absent: Commissioner R. Abner Perney.
ADMINISTRATION
(3.1) First reading Ordinance No. 07-10430 amending Chapter 8, Article I, Division 1 of the
Salina Code by adding Sections 8-15.1 and 8-15.2 providing for local amendments to the International
Building Code Sections 1604.11.1 and 1608.1 pertaining to roof loads.
' Gary Hobbie, Director of Community and Development Services, explained 2003 and the
2006 IBC sections, proposed amendments, and the Building Advisory Board's recommendation.
A discussion followed between Commissioner Vanier, Building Official Mike Roberts,
Deputy City Manager Michael Schrage, and City Manager Jason Gage regarding the review of the
2006 IBC, adoption of building codes, and outstanding permits that may be affected by the revision.
Mr. Schrage then responded to Commissioner Larson's question regarding the urgency of
the matter, code amendment process, and the project time line.
Additional discussions followed between Commissioner Peck, Mr. Schrage, and Mr.
Roberts regarding the affect on foundation requirements, outstanding building permits, and time line
of the project.
James Hall, Great Plains Manufacturing, explained the foundation and structural steel
requirements, load factors, and engineering standards.

No. 07-10430 on first reading. Aye: (4). Nay: (0). Motion carried.
OTHER BUSINESS
Mayor Jilka thanked the City crews, Westar Energy, citizens, and others that helped out
during the recent ice storm.
