REGULAR MEETING OF THE BOARD OF COMMISSIONERS
December 3, 2007
4:00 p.m.
The City Commission convened at 3:45 p.m. in a Study Session for a Citizens' Open Forum. The
w Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -
County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence.
There were present:

Commissioner R. Abner Perney
Commissioner John K. Vanier II
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Lieu Ann Elsey, City Clerk

CITIZEN FORUM
Kevin Rittel, 2135 Nottingham Drive, introduced Gus Rittel and Brittan Krater to the
Commission and explained that these Boy Scouts are learning about local government.

CONSENT AGENDA
(6.1) Approve the minutes of November 26, 2007.

consent agenda as presented. Aye: (5). Nay: (0). Motion carried.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Second reading Ordinance No. 07-10423 providing for a change in zoning district
classification from R-3, C-3 and PC -3 to PC -3 on property addressed as 309 and 313 S. Seventh
Street.
Mayor Jilka noted that Ordinance No. 07-10423 was passed on first reading on November
26, 2007 and since that time no comments have been received.
07-7314 Moved by Commissioner Vanier, seconded by Commissioner Peck, to adopt Ordinance
No. 07-10423 on second reading. A roll call vote was taken. Aye: (5) Larson, Peck, Penney, Vanier,
Jilka. Nay: (0). Motion carried.
(8.2) Second reading Ordinance No. 07-10424 amending Section 42-282 of the Salina Code to
allow drive-in restaurants as a permitted use.
Mayor Jilka noted that Ordinance No. 07-10424 was passed on first reading on November
26, 2007 and since that time no comments have been received.

(8.3) Second reading Ordinance No. 07-10425 amending Section 42-521 of the Salina Code to
w clarify the maximum allowable height of ground and pole signs in the C-3 and C-4 districts.

Mayor Jilka noted that Ordinance No. 07-10425 was passed on first reading on November
26, 2007 and since that time no comments have been received.
07-7316 Moved by Commissioner Perney, seconded by Commissioner Larson, to adopt Ordinance
No. 07-10425 on second reading. A roll call vote was taken. Aye: (5) Larson, Peck, Perney, Vanier,
Jilka. Nay: (0). Motion carried.
(8.4) Resolution No. 07-6457 authorizing the award of contract and commitment of City funds
for the South Ohio Corridor Project (KDOT Project No. 85 U-2005-01, City Project No. 03-1402).
Karlton Place, City Engineer, explained the project, bids received, and project funding.
Mr. Place then responded to Commissioner Vanier's questions regarding whether concrete was being
used, the inclusion of the hike/bike trail and Commissioner Perney's questions regarding the
completion date of the project and traffic flow during the project.
07-731711 Moved by Commissioner Vanier, seconded by Commissioner Peck, to adopt Resolution
No. 07-6457. Aye: (5). Nay: (0). Motion carried.
(8.5) Authorize an agreement for construction engineering services with Kansas Department of
Transportation and Wilson & Company for the South Ohio Corridor Project (KDOT Project No. U-
2005-01, City Project No. 03-1402).
Karlton Place, City Engineer, explained the agreement.
07-7318 II Moved by Commissioner Vanier, seconded by Commissioner Perney, to authorize an
agreement for construction engineering services with Kansas Department of Transportation and
Wilson & Company for the South Ohio Corridor Project. Aye: (5). Nay: (0). Motion carried.
(8.6) Resolution No. 07-6458 appointing members to the Comprehensive Plan Advisory
Committee.
Mayor Jilka asked the Commission to accept an Expression of Interest application from
Mr. Ababio and announced the appointments.
07-731911 Moved by Commissioner Perney, seconded by Commissioner Vanier, to adopt Resolution
No. 07-6458. Aye: (5). Nay: (0). Motion carried.
OTHER BUSINESS
Mayor Jilka thanked the Boys Scouts for attending the meeting.
