07-6441 Coal Fire Plant'J h RESOLUTION NUMBER 07-6441 A RESOLUTION TO THE GOVERNOR AND THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT IN OPPOSITION TO THE AIR EMISSION SOURCE CONSTRUCTION PERMIT FOR THE PROPOSED CONSTRUCTION AND OPERATION OF ADDITIONAL COAL FIRED ELECTRIC GENERATING UNITS TO BE OPERATED BY SUNFLOWER ELECTRIC POWER CORPORATION IN HOLCOMB, KANSAS WHEREAS, Sunflower Electric Power Corporation has applied to the Kansas Department of Health and Environment for an Air Emission Source Construction Permit, Source ID No 0550023, for the construction and operation of additional coal fired electric generating units; and WHEREAS, the phenomena of Rapid Climate Change is proven to be caused in large part by Global Warming created by the increase of Carbon Dioxide gas introduced into the atmosphere by the use of coal and other fossil fuels; and WHEREAS, the proposed Holcomb generating units would add 10 to 12million tons of Carbon Dioxide to the Atmosphere per year; and WHEREAS, Other air pollutants, constituting health hazards, would also be emitted into the air, namely Nitrogen Oxides, Sulfur Dioxide, Volatile Organic Compounds, Particulate Matter. H2SO4 (Sulfuric Acid), Elemental Lead, and Mercury; and WHEREAS, water will be consumed totaling 29 - 30,000 acre feet per year (an amount 4 times the annual use of the City of Salina) acquired solely from the Ogallala - High Plains Aquifer, which is a recharge source for the Smoky Hill River. Continued overuse of this aquifer will have a direct negative impact on the several communities which rely on the Smoky Hill River for their water supply; SO NOW THEREFORE, BE IT RESOLVED by the governing body of the City of Salina, Kansas: Section 1. That the City hereby communicates to the Governor and the Kansas Department of Health and Environment its opposition to an Ai r Emission Source Construction Permit for the proposed construction and operation of additional coal fired electric generating units by Sunflower Electric Power Corporation in Holcomb, Kansas; and Section 2. The Department, the State Legislature and the Governor are asked to work together to emphasize renewable and cleaner power generation options for Kansas.
