ORDINANCE NO.
An ordinance providing for the construction of a certain sewer in the,
city of Salina, Kansas, and letting the contract therefor.
ViThereas, the city engineor has filed with the city clerk plans and
specifications for a twelve inch sewer in the alley between Seventh and
Eighth streets from, a point aT11out fifty feet north of the north line of
Iron avenue south a distance of about 3.50 feet, as more particularly de-
scribed in said specifications; and,
'Thereas, an estimate of the cost of said sewer has been made by the
city engineer and is now on file with the city clerk of said city; and,
Whereas, the mayor and council of said city hereby declare that the
construction of said sewer is an improvement necessary to be made; therefore
Be it ordained by the Mayor and Councilmen of the, city of Sa7,ina:--
Section 1. That a twelve (12) inch lateral sewer be.constructed in
the alley between Seventh and Eighth street'!- in the city of Salina, from
a point about fifty (50) feet north of the north01ine of Iron avenue and
thence running south across Iron avenue and south of Iron avenue in said
alley, a total distabce of about 350 feet, and that a contract therefor
be and is hereby let to C. T. Snyder, at and for the uniform price of one
dollar and forty-five cents x$1.451 per lineal foot, said price to vover
and include the cost of all labor for making the excavation necessary
therefor and 'laying the pipe therefor and the cost of all material furnished
and necessary therefor, rhich said price of $1.45 per lineal foot does
not exceed the estimate of the cost of such work heretofore made by the
city engineer of said city and now on file with the city clerk, and a
further contract is hereby let to the said C. T. S-Inyder for the con-
struction of one manhole on the line of said sewer as designated in the
said specifications for the sum of $45-00, which said price shall cover
and include all the material and work necessary to properly construct
such manhole, and which price does not exceed the estirriate of the cost of
such manhole made by the city engineer and now on file with the city
clerk of saija city.

Sec. 21 1 That the work and improvement provided for herein shall be
done in strict compliance with the city engineer's specifications therefor
and to the satisfaction of the mayor and council of said city.
See. 3. That the cost and expense of the construction of'said.sewer
and �nahole shall be assessed against all lots and pieces of ground con-
tained in the city of Salina as a sewer district, as provided by Ordinance
No. 613, passed and approved December 23, 1887, and the cost of the same
shall be levied and collected as one tax, in addit,ion to other taxes and
assessments, and shall be certified by the city clerk to the county clerk,
to be placed upon the tax rolls for collection, subject to the same pen-
alties, entitled to the same rebate, and collected in like manner as
other taxes; Provided, that the mayor and council may, in their discretion,
provide for the payment of the cost thereof by installments instead of
levying the entire tax or special assessment for such cost at one time;
and for such install—ments they, may issue improve.-aent bonds of the citY,
payable in installments
of equal amounts
each
year, none of which bonds or
installments
shall run
longer than
ten years,
nor bear interest exceeding
five per cent per annum, and shall be of such denor-Anation as the mayor

and council shall deeri proper. Such bonds may be issued t
constructing said improverient in payment thereof, or the Y�yor and council
may sell said bonds at not less than their par value, and pay the pro-
ceeds thereof to the contractor.
Sec. 4. That the cite attorney is hereby instructed to prepare a
contract lvit,h said C. T. Snyder for the construction of said work and
improvement in accordance with -',--,his ordinance and the specifications of
the city engineer.
