of Iron Avenue in the City of Salina, Kansas, between the west end of Iron
Avenue bridge over the Smoky Hill River in said City of Salina and the east
line of Santa Fe Avenue and between the west line of Santa Fe Avenue and the
east line of College Avenue in said City, specifying the material to be used,
the manner of construction and providing for the payment of the cost thereof
and for t'-'r.,e manner of such

Section 1. That it is necessary and hereby ordered- t'llat Iron Avenue ih
the City of Salina, Kansas, between the west end of Iron Avenue bridge across
the Smoky Hill River in said. City of Salina and the east line of Santa Fe
Avenue, and between the .west line of Santa Fe "venue and the east line of
block 1ock
College Avenue in said City, be paved with one course of vitrified brick on
concrete foilndation; said paving between the west end of said Iron Avenue
bridge and the east line ,of Santa Fe "venue and between the west "Line of
Santa Fe Avenue and the west line of 117,inth Street shall be Sixty-seven (67)
feet in width or from curb to curb and from the west line of Finth Street
to the east line of College Avenue said paving shall. be Forty-two (42) feet
in width in the center of the-, street excej:t at the crossings of streets,
avenues and alleys where sal' -d. .-avenent shall be One Hundred (1001 feet in
width or from lot line tt lot line; said pavement shall in all respects be
done in accordance with the plans and s -pe cif ications/1 this day filed with the
City Clerk and ap--)roved by the Mayor. and City Councilmen.
Section 2. That it is necessary and hereby ord(-,red that Iron Avenue
in said City of Salina, within the "limits above set forth, be curbed on both
sides thereof with cement curbing in accordance with said plans anti speci-
fications and that between the west end of -,aid Iron Avenue bridge and the
between
east line of Santa Fe -A-veniie andAthe west line of Santa Fe Avenue and the
east line of Ninth Street sai4�'urbing shall be set Sixteen and one half
(16 1/2) feet from and parallel with the lot lines on both sides of said
street and between the west line of Ninth Street and the west line of
College Avenue said curbing shall be set Twenty one ftlilfeet from the
center of said street o*each side there o f'except ing at the intersections
of streets and alleys where said curb shall be constructed so as to form a
connect !on with the like curbing on Santa Fe avenue. and upon other streets
and alleys shall return to the lot line of such other streets and alleys.
Section 3. That all excavating and rolling; necessary for the
proper construction of said paving and curbing shall be done.
Section 4. That all said raving, curbing, excavating and rolling shall
be done in accordance with the plans and specification.- he,�elnbefore mention-
ed and profiles of the City Engineer of said City nokkT on file in the office
of the Cit77 Clerk of said City; said paving shall be of Coffeyville paving
blocks at price of per square yard; that the excavation shall be clone
and performed at the price of 32 1/2� per cubic yard and that the cement
curbing shall be done and. furnished at the price of 55 1/20 per lineal foot
for six inch curbing and at 4-5 1/20 per lineal foot for five inch curbing,
I Section 5. That after the passage and publication of this ordinal,ce 10
the Mayor and Councilnen shall appoint three disinterested honseholders,
who, after having. taken an oath faithfully and impartially to appraise all
the lots and parcels of ground liable to taxation for the improvement, shall
within ten days after being notified, of their appointment, proceed to
appraise said lots and parcels of ground liable to taxation ( without regard
to any buildings or improvements lo sated thereon) and. after making said
appraisenent shall return the same to the City Council at the first meeting
thereof after such appraisement shall have been c6npleted; anl after said
a-ppraisement is returned to the City Council, the 'IMayor and Councilmen shall
designate a time for holding a special session for the purpose of hearing
complaint and equalizing said appraisenent, of which special session due
notice shall be gi-�ren in the oTficial City paper and tAL said special session
the Mayor and Councilmen shall, if they deem it Just and proper, alter or
change said appraisenent.
Section 6. After the publication of this ordinance has been -nude ac-
cording to law, the IlKayor and City Clerk of said City- are hereby authorize,;
and directed to make and enter into a proper and suitable contract for the
work to be done under this ordinance, not exceeding the estij7-jated cost
hereto -'L -'ore made by the City Engineer for paving, curbing, excavating, AMMN&Awo�
and rolling pri,,ri ded herein, not exceeding the prices named in the bid accepted
by t - he City Council and to execute the same on behalf of tile, aaid City with
W. A. Gaskins and C. B. Ramsey as Haskins & Ramse7r, a partnership, at the
prices mentioned in Section four (4) of this ordinance, provided that all
work to be performed under said contract shall be performed in accordance with
the -orovisions of this ordinance.
Seat ion 7. For the purpose of paying for said 2paving, curbing , excavating
etc, the jdayor and City Councilmen are hereby authorized and directed to issue
bonds of the City of Salina, Kansas, in amount not to exceed the contract price
and to run for a period of ten years, and be payable in ten equal annual in-
stallments, one-tenth (1/10) in one year, one-tenth (1/10) in two years, and
one-tenth (1/10) each year thereafter until the same shall be fully paid, to-
gether with -;.rterest not to exceed five (5%) per cen per annum; which bonds
shall be payable at the Fiscal Ag-necy of the State of Kansas
And for the purpose of paying principal and interest on said bondw as they sev-
erally become due, the Mayor and Councilmen shall each year during, the life of
the bonds, levy an assessment against the lots and parcels of ground liable to
taxation for the improvement, an amount sufficient to pay the principal and
interest for that year. Providel that, for the purpose of defraying the costs
of paving, and otherwise improving the squares and areas formed by the inter-
sections of streets and alleys, the assessment, shall be made against all the
taxable property of the City; and the City Clerk shall certify said assessments
as they are severally made, to the County Clerk of Saline County, Kansas, at
the same time and in the same manner as other City taxes are certified and
said assessments shall be liable to the same penalties as all other taxes.
Section 8. That ordinance No. 1.366 and all other o:rdinances and parts of
ordinances in conflict herewith, be, and the same are hereby repealed.
Section 9. This ordinance shall take effect and be in fo:rce from and after
its Publication once in the Salina Evening Journal.
