AN ORDINANCEP Droviding for the paving and olpirbing of
Santa Fe avenue, in the City of Salina, from the',!tside of
Iron Avenue, to the So-ith side of the grain track of the Union
Pacific Railway; specifying the material to be used, manner of
construction; providing for the cost therofp and the manner of
p ayment.
THEREASt a petition h__s been presented, signed by three-
fourths of the resident liro-perty owners fronting upon Santa Fe
Avenue, in the City of Salina, between Iron Avenue and the main
track of the Union -Pacific RailwRy Co-.rrr�pahy, requesting the Mayor
a -rd Council, of s� ' --id City, to cause said Santa Fe Avenue, between
the lii'nits above set forth, to be paved with Bitulithic pavement,
f4feet in width, more or lessp and to cause said Santa Fe Avenue,
1thin said, limits, to be curbed on both sides thereofy with
cement curbing A�� inches in width, and

it
is necessary, and hereby order

Santa Fe Avenue, in
the
City
of Salina,. between thel:;�ide of
Iron Avenue and the main track of the Union Pacific Railway, be
paved with Bitulithic pavenentp _jkZ feet in width, or from curb to
curb, except at the intersections of streets and alleys, where said
pavement shall be ak-feet in width, or from lot line to lot line.
See, 2. That it is necessary and hereby ordeTedf that
Santa Fe Avenue, in the City of Salina, within the limits above
set forthf be curbed on both sides thereof -f with cement curbing,
.i�.aches in width; that said curbing shall be set

fromf and parallel ith the lot lines on either side of
s -id streat, except at the intersections of streets and e2leys,
where said curb shall return to the lot Zane of said Santa Fe
Avenue.

ary for the proper construction of said -paving and curbing,_ be

ing and rolling shall be done in accordance with the dans,,
specifications and i)rofiles of the City Engineer of said city, now
on filet or to be filed, in. -the office of the Clerk of '-;��dd City;
and all of said work and construction, shall be done, under the
direction and sl3a�erintendence of said engineer, or his duly author-
ized assistants.

this ordinance, the Mayor and Council, shat 1 Pppol_nt three disinter-
ested householders, who, after having taken an oath to faithfully
and impartially appraise the lots and parcels of ground, liable
to il-axation for the im-provenentp shall,vithin Ten (10) days after
being notified of their Ko-pointment, ahzii proceed to -appraise
said lots 'and PFIrcels of ground liable to taxationy (Without regard
to any buildings or improvements located thereo4 and (af t er rak, J ng
said appraisementy shall return the savne to the City Council, at
the first mei,:-ting thereof after said a-ppraisernent shall have been
completed; and after said appraisernent is returned to the City
Council, the Mmror �_nd Council shall designate a time for holding
a special session, for the purpose of hearing complaints, and
equaliving said appraisement, of which special session) due notice
shall be given in the offical city paper; and at said special
session, the Mayor and Council shall, if they deem it just and
proper, alter or change said appraisement,

Aade according to lar, the City Clerk shall advertise for bids
for the construction of said paving, ourbingt excavation, etc., in
the offical city Papery and such other journals or -publications, as
the Mayor and Council may direct, and the contract shall be let to
the lowest responsible bidder, as determined by the Mayor and Council;
the said Mayor and Council reserving the right to reject any and
all bids,

curbing, excavation, etc., the Mayor and, Council are hereby author-
ized and directed to issue bonds of the City of Salina, in amount
not to exceed the contract price, and to run for a period of
Ten (10) years, and be payable in Ten(10) equal annual in-stall-
On,—,,Lnenth.(l/lO) in one Year,, One -Tenth (1/10) in tiuo
years, and One -Tenth (1/10) each year thereafter until the same
shall be fully paid, together with interest not to exceed 5% per
annum; which bonds shall be Dayable at The Fiscal Agency of the
State of Kansas in New York City. And for the purpose of paying
princippl and interest on said bonds, as they severally become duet
the 1.1ayor and Council shall each year, durirg the life of the bonds,
levy an assessment against the lots and parcels of ground liable
to taxation for the inprovementp an amount sufficient to Pay
the principal and interest for that year,
PROVIDED, that for the purpose of defraying the cost of
paving and otherwise Jr.1proving the squares and area: fo2??Ilc-d by
intersection of streets and alleys, as well as where the improvement
is through, or adjacent to ProDerity of the city9AM—e=f-e4e city Tould
be liable, the assesment shall be made against all the taxable
Property in the city;� and the City Clerk shall certify said
assessments,
as they

same time and in the

as other
city taxds are certified, and said assessments shall be liable to
