RESOLUTION NUMBER 86-3841
A RESOLUTION AMENDING SECTION III -2 OF THE PERSONNEL
MANUAL REGARDING PAY PERIODS AND REPEALING THE EXISTING SECTION
III -2; AMENDING SECTION III -3 OF THE PERSONNEL MANUAL REGARDING
OVERTIME PAY AND REPEALING THE EXISTING SECTION III -3 AS SET FORTH
IN RESOLUTION NUMBER 82-3617; AND AMENDING SECTION V-3 OF THE
PERSONNEL MANUAL REGARDING SCHEDULES AND ASSIGNMENTS AND
REPEALING THE EXISTING SECTION V-3.
Kansas:
BE IT RESOLVED by the Governing Body of the City of Salina,
Section 1. That Section III -2 of the Personnel Manual approved by
Resolution Number 3418, is. hereby amended to read as follows:
"Section III -2. PAY PERIODS.
All personnel are paid on a semimonthly basis. The
first semimonthly pay period shall commence on the first day
of each month and shall end on the fifteenth day of each
month, with pay day for that period to be the twentieth day
of the same month. The second semimonthly pay period shall
commence on the sixteenth day of each month and shall end
on the last day of each month, with pay day for that period
to be on the fifth day of the following month.
In the event a pay day falls on a Saturday an effort
will be made to distribute the checks on the previous
Friday. If the pay day falls on. a ' Sunday, the checks will
be distributed on the following Monday."
Section 2. Section III -3 of the Personnel Manual, as amended by
Resolution Number 3464 and by Resolution Number 82-3617, is hereby amended to
read as follows:
"Section III -3. OVERTIME PAY.
Any time -worked in excess of an employee's regular
schedule shall be with the prior knowledge and approval of
the immediate supervisor and/or department head. Overtime
pay shall be granted at the rate of one and one-half (1J)
times the employee's regular hourly rate. Extra time worked
shall be calculated to the nearest quarter (4) hour.
Provided, department heads and supervisory personnel
serving in administrative or staff level positions, shall not
receive extra compensation or overtime pay. The need for
them to work extra or irregular hours from time to time, in
order to carry out their assigned responsibilities and
properly administer the authority vested in them, is a
consideration in the determination of their salary.
Supervisors serving in positions below the administrative or
staff level shall be eligible for overtime pay subject to the
approval of the department head.
Administrative or staff level positions shall include
department head, assistant department heads,
superintendents, and managers."
Section 3. That Section V-3 of the Personnel Manual approved by
Resolution Number 3418, is hereby amended to read as follows:
"Section V-3. SCHEDULES AND ASSIGNMENTS.
IIWith the exception of fire personnel who are under the
'on duty twenty-four (24) hours and off duty forty-eight
' 1(48) hours' work schedule and commissioned police officers,
all personnel will have a standard work week from 12:01
a.m. Monday through 12:00 midnight Sunday evening.
All commissioned police officers shall have a basic work
period of twenty-eight (28) days in duration commencing at
11:00 p.m. of the first day of the work period and ending at
11:00 p.m, on the first day of the following work period.
Fire personnel who are under the 'on duty twenty-four (24)
hours and off duty forty-eight (48) hours' work schedule
shall have a basic work period of 28 days in duration
commencing at 8:00 a.m. on the first day of the work period
and ending at 8:00 a.m. on the first day of the following
work period."
Section 4. The City Manager is authorized to make the necessary
administrative decisions and interpretations to implement these regulations.
Section 5. The existing Section III -3 as set forth in Resolution
Number 82-3617; and Sections III -2 and V-3 of the Personnel Manual are hereby
repealed.
Section 6. This Resolution shall remain in full force and effect until
repealed or amended by the Governing Body of the City of Salina, Kansas.
Adopted by the Board'of Commissioners and signed by the Mayor this
14th day of April, 1986.
