32 General Improvement Bonds(Published in the Salina Journal on September/q&~I, 2001 Effecfivc S)e~c,ub~ ', 2001) Noye b I CHARTER ORDINANCE NUMBER 32 A CHARTER ORDINANCE AMENDING CHARTER ORDINANCE NUMBER 29 AS IT EXEMPTED THE CITY OF SALINA, KANSAS FROM THE PROVISIONS OF K.S.A. 13-1024a AND PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT RELATING TO GENERAL IMPROVEMENTS AND THE ISSUANCE OF BONDS FOR THE PURPOSE OF PAYING FOR SAID IMPROVEMENTS GENERALLY AND CERTAIN IMPROVEMENTS SPECIFICALLY. Be it ordained by the governing body of the City of Salina, Kansas: Section 1. Amendment of Section 2 of Charter Ordinance Number 29. Section 2 of Charter Ordinance Number 29 is amended to provide as follows: The City oN Salina, Kansas hereby adopts the following substitute and additional provisions for Section 13-1024a, Kansas Statutes Annotated: For the purpose of paying for any bridge, viaduct, public building, including the land necessary therefor, for lands for public parks and developing the same, within or without the city, for th8 establishment and construction of crematories, desiccating or reduction works, including tke land necessary therefor, within or without the city, or for the improvement, repair or exl ension of any waterworks, sewage disposal plant, electric light plant, crematory, desiccating or reduction works or other public utility plant owned by the city, and for the purpose of rebuilding, adding to or extending to the same from time to time, as the necessities Of the city may require, the city may borrow money and issue its bonds for the same: ProVided, that no bonds shall be issued for such purposes unless the same were authorized bY a majority of the votes cast at an election held for that purpose: Provided, further, thatithe city may issue the bonds of the city for the purpose of paying for any of the improvements mentioned in this section and the land necessary therefor without such bonds having been{ authorized by a vote of the people, but the total amount of the bonds issued: (a) to exten~ and improve the city owned waterworks and/or sanitary sewer systems, and appurtenances thereto, shall not exceed the sum of two million dollars ($2,000,000) in any one calendar year; (b) to constrUct an animal shelter facility shall not exceed the sum of nine hundred thousand dollars ($900,000); and (c) for any Other such purposes shall not exceed the sum of two hundred fifty thousand dollars ($250,000) in any one calendar year. Section 2. Repealer. Section 2 of Charter Ordinance Number 29 of the City of Salina, Kansas, is hereby repealed. Section 3. Publication of Ordinance. This Charter! Ordinance shall be published once each week for two consecutive weeks in the official City newspaper. Section 4. Effective Date. This Charterl Ordinance shall take effect sixty-one (61) days after final publication, unless a sufficient petition for a referendum is filed requiring a referendum to be held on this ordinance as provided in Article 12, Section 5, Subdivision (c)(3) of the Constitution of the State of Kansas, in which case the ordinance shall become effective if approved by a majority of the electors voting thereon.
