A CHARTER ORDINANCE EXEMPTING THE CITY OF SALINA, KANSAS, FROM THE PROVISIONS OF
K.S.A. 13-1024a AND PROVI)ING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME WHICH RELATE
TO GENERAL IMPROVEMENTS A~D THE ISSUANCE OF BONDS FOR THE PURPOSE OF PAYING FOR SAID
IMPROVEMENTS.
BE IT ORDAINED ~y the Governing Body of the City of Salina, Kansas:
Section 1. Tha~ the City of Salina, Kansas, by the power vested in it by Article 12,
~--~ection 5 of the Constitution of the State of Kansas, hereby elects to exempt itself from and
make inapplicable to it the provisions of K.S.A. 13-1024a and provide substitute and additional
provisions as hereinafter set forth in this ordinance. Such referenced provisions are either
enactments or a part thereof which are applicable to this City that are not applicable
uniformly to all cities.
Section 2. That the City of Salina, does hereby provide substutite and additional
provisions on the same sub~ject as follows, to-wit:
"13-1024a. General improvements and land therefor; borrowing
money and bond issues; when ~lection required. For the purpose of paying
for any bridge, viaduct, public building, including the land necessary
therefor, for la~ds for public parks and developing the same, within or
without the city, for the establishment and construction of crematories,
desiccating or reduction work, including the land necessary therefor,
within or withouz the city, or for the improvement, repair or extension
of any waterworks, sewage disposal plant, electric light plant, crematory,
desiccating or reduction work or other public utility plant owned by the
city, and for the purpose of rebuilding, adding to or extending to the same
from time to time, as the necessities of the city may require, the city may
borrow money and issue its bonds for the same; Z~ovided, That no bonds shall
be issued for such purposes unless the same were authorized by a majority
of the votes cast at an election held for that purpose: ?~ovide~ further,
That any city of the first class may issue the bonds of such city for the
purpose of payin~ for any of the improvements mentioned in this section
and the land necessary therefor without such bonds having been authorized
by a vote of the people, but the total amount of bonds issued for such
purposes shall not exceed the sum of two hundred fifty thousand dollars
($250,000) in any one year."
Section 3. This Charter Ordinance shall be published once a week for two consecutive
weeks in The Salina Journal, the official city newspaper.
Section 4. This is a Charter Ordinance and shall take effect sixty-one (61) days

Passed by the Governing Body by not less than two-thirds (2/3) of the members elect
voting thereon this 19th da~ of September, 1977.

The ¢oregoing Charter Ordinance Number 13 was passed on the 19th day of
September, 197~, as shown by the Journal of proceedings Number 27, page 360, by a
vote of five for and zero against, being not less than two-thirds of the members
elect of the Gqverning Body, published in the Salina Journal, the official city
newspaper, on t!he 22nd day of September, 1977 and on the 29th day of September,
1977, being onc~ a week for two consecutive weeks, and there being no petition
demanding a referendum filed with the City Clerk within sixty days after the final
publication, saiid Charter Ordinance took effect on the 29th day of November, 1977.
