CHARTER ORDI~[ANCE EXEMPTING THE CITY .OF SALINA, KANSAS, FROM
K.S.A. 79-1951 AND PROVIDING SUBSTITUTE AND ADDITIONAL PRO-
VISIONS ON[THE SAME SUBJECT, AUTHORIZING AND LIMITING TAX
LEVIES IN ~NY ONE YEAR ON EACH DOLLAR OF ASSESSED TANGIBLE
VALUATION ~ND PRESCRIBING AN AGGREGATE LIMIT FOR ALL CITY
WIDE TAX LEVIES.

BEFIT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
SALINA, KA~[SAS:
SeCtion 1: That the City of Saline, Kansas, a city of
the first ~lass of less than $0,000 population, by the power
vested in ~t by Article 12, Section 5, of the Constitution of the
State of Kansas, hereby elects to exempt and does exempt itself
from, and ~akes inapplicable to it, K. A. A. ?~-1~51, which is
not applicable uniformly to all cities of the first class and
the legis ature not having established classes of cities for
the purpos, s of imposing tax limitations and prohibitions, and
provides s~bstitute and additional provisions as hereinafter
provided.
Section 2: The Governing Body of the City of Saline,
Kansas, is .hereby authorized and empowered to levy taxes in
each year fmr the following city purposes, but said Governing
Body shall ~ot fix a rate of levy in any one (1) year on each
dollar of ~ssessed tangible valuation of the city in excess of
the following rates:
General Operating Fund, which shall include
thel. following activities: General government;
police department; fire department; health and
sanitation; waste disposal; streets, alleys and
highways; maintance of public buildings; swimming
pool; parks; animal control; street lighting; traf-
ficl signals and parking control; civil defense;
airport; judgments; ban~; cemetery; general improve-
men~ (except improvements for which special
assgssments are made); and industrial fund ........
17 mills.
Progided, however, that the mill levy for the library
shall be outside the aggregate tax levy prescribed
by ~his section.
ProVided further, however, that the aggregate of
all city-wide tax levies of the city, except levies
for the payment of bond and interest thereon,
lev~es for fire and police department pension
funds, and levies for the control and eradication
of ~oxious weeds and levies authorized by other
sta.~utes to be outside of the aggregate is hereby
limited to seventeen (17) mills, less residue
Sales Tax; provided, that the city may levy a
consolidated levy for the purpose above set
forth and to be known as the General Operating
Fun~' and may be included in the budget as a single
fund for the several functions of the city named
here in.
Section 3: This ordinance shall be published once a week
~or two (2) Consecutive weeks in The Saline Journal, the official
.~ity newspapeir.
Section 4: This is a Charter Ordinance and shall take
ffect sixty-one (61) days after final publication, unless a
sufficient petition for a referendum is filed and a referendum
held on the ordinance as provided in Article 12, Section 5,
Subdivision (c) of the Constitution of Kansas in which case the
ordinance shall become effective if approved by the majority of
the electors voting thereon.
AdOpted by the governing body by not less than two-
thirds of the members elect voting in favor thereof this
day of March, 1965.
