An ordinance regulating the use, of bicycles in the .pAty of'Salina, Kansas,.
and repealing Ordinance No. Yd:
Be it ordained by the Mayor and Councilmen of the Cit �T of Sa�lana: --

Section'l. That, its ahll be unlawful for any ~person. to ride a
bicycle upon any side�vwzlk within the following defined limits in said city,
to-1,vit: On Santa Fe avenue between Walnut; street and Elm street; on Iron
avenue between west end of Iron avenue bridge and the east side of Ninth
streat; and .on Ash street from the west side of Fourth street to the east
side of Ninth street.
J11 Bec. 2. That when the public streets of said city shall be iri"an

declared unlawful for any person riding a bicycle to pass any pedestrian
on any sidewalk within the corporate limits of said city while riding upon

city of Salina, Kansas, and repealing Ordinance No. 1025, and m. reasons
for such -disapproval are, brdefly, as- if ollows':
lst. Salina is becomincr a city of such size that I think it unwise
to perialt bicyclists to ride upon the walks in any part of the city. The
sidewalks are for the use of pedestrians, and they should have the. free
and unrestricted use of them at all times. Excepting for the past season,
there has been and is very little of the, time when the streets of the
city are not in splendid condition for bicycle riding.
2nd. Reck-less boys and men will disregard the dismounting provision
of theordinance, and while this provision may be obeyed by some for a
time, it will soon beoome to be disregarded entirely and we will.

provision and' without regard to the paramount rights of the pedestrians;
and this will 'obtalh when the streets are. passable as well as in the
times when the streats are not passable, and we will practically have no
ordinance on the subject at all.
3rd. I,.also object to the provision allowing a -fee of $2.50 for,
those who . inforin on their neighbors. An ordinance which must rely upon
such a provision to make it popular or right is not a satisfactory law,
and no reward should be necessary for infor-matitgn upon the part of good.
