Be it, . ordained by the Mayor and Councilmen of the city of Salina:
Section 1. ..Whenever: any person desires' to. construct a drainand
have the same connect with the sewers, of...the city of Salina, and When-
ever any person makes any connection wifjhwsuch sewers -,.such person shall,
before beginning the work -on such cons'truUtion,ori connection, deposit.
with the city engineer duplicate plans thereof,.whic)z plans shall show
the 'exact location and the whole course of the .drain from its connection
with the sewer to its terminus within the house, with the location of
all branches, .traps an_d fixtures connected- 1.herewit•h.: ' If, upon inspection
of such plans, it is found that the same conform to the requirements of
this ordinance,, the°city engineer.shall endorse upon such plans his approv-
al of the same, issue a permit to build such drain and make such connec-
tion, and attach it t.o dne of the plans and deliver the plan., with the
permit attached, to the.app.lican_t. One of.the plans shall be filed with
the city clerk. . The Chairmah- of the Committee on,- Seworage and Drainage of
the citi► council, or'the• person, having the s^rers 'in charge, shall, in
person,.be.preent and superintend the tapping�of said sewer and see that
the same is properly done -and in accordance with $uch#. plans, and at the
expense of such applicant.- No changes shall be allowed in theplan unless
the same are permitted by the city engineer, who shall, if ani changes
are- made, mark such criarges 'on both copies of such plan's ;
Sec.. 2,. No -person shall be ezaployed. to .construct private drains
leading into the .sewers of said city, or their -accessories to be con-
nected with the public sewers., or to make any.connedtion with the public
sewers,x unless the party, corporation or company so employed shall be
regularly licensed therefor by the Committee -on Sewerage and Drainage of
the city council. Application for such license shall be in :writing and
the license,'when issued, shall be signed by the said Sewerage and Duain-
age*Committee, and to run for a period of twelve months.from the date of
its issue, and the person, corporation or company to whom a license may
be issued under this -ordinance shall, before he, it or they attaeript to do
any work under such license, file with the city clerk a bond, with one or

the chairman—f°such Sewerage and Drainagex m-ittee, conditioned for the
skillful execution of all sewer work and in strict conformity with the
ordinances, rules and regulations which have been or may hereafter be
established by the mayor and.council of said city.
Sec . 3 .. That the builder of an -i► connect ion with the sA ers ' of
said city shall do the back -filling in the streets.and 'alleys in such a
manner.as..the street 'commissioner'shall direct, and within forty-eiltht
hours after the opening of the ditch in any street or alley, said street
or alley shall_be put ' in as: good condition as previous. t o such digging
and to the'satisfaction of the Committee on Streets and'Alleys. Every
sewer builder and every person making an'; connection with the xxsewers of
said city shall enclose.any opening he may make in the public streets or
alleys with- sufficient. barriers and -maintain danger signals during the
night, and held .liable'for all -damages to persons orpteerty result-
ing from h" negligence.. in, making such connections and in a

such barriers and signals, and shall further berequired to keep all ditches
in repair for ninety days after work on such sewers.is.completed•
Sec. 4. The city shall have the right at all times to connect
with and•use any private drain built upon an -i public. street, alley or
highway fo,•r draining the streets or for any public purpose, and.also to
re --construct or to.close.up o.r disconnect from said city sewers any drain
cotlstry�ct. ed in ui.olation of the provisions of this ordinance, or which,
from ►zany cause'., may.• ' have becomea nuisance
Sec. 5. The-per-son,charged with the care of the sewers of said
city shall have the right to enter upon.the premises drained by any drain
that -is connected with the severs at all reasonable hours, tormascer•tain
whether" the.provisions_of this ordinance have been complied with,.and.if
he shall find that the said drain or its attachments do not.corlform with
the provisions of this ordinance' he . shall notify the owner, of said prern-
-ises, ;:or;`. his 'kgent, "of .such fact. It shall therefore be the duty of said
owner, or his agent,'to cause said drain or its attachments to be so
altereci,.repaired or re -constructed as to make them conform to the re-
quirements of this,6rdinance within fifteen days -after the receipt of
such notice.
Sec. 6.' No person -or corporation"shall, connect any -pen, gutter,
cess -pool, privy vault-, or cistern with any public sewer, or with any
private saver , connecting in any, may wit , . the public sewers, and no person
or corporation :shall deposit any,garbage,`offal, dead animal's, filth or
any substance having-a.tendency to.obstruct the flow of sewerage ax alk and
drainage, or damage by breaking, in any manhole, lamphole, flush tank,

Sec. 7. No person Nshall be permitted to excavate or build any.
cess -pool, privy vault or other• receptacle for storage of excrement.,
garbage, slops, or'..otherr refuse on any lots or lands abutting on the fol-
lowing named streets and avenues in the city of Salina, within the desig
noted lirnites; to,=wit : On Ash street, from Thirteenth street to the
Smoky Hill River; -on Tenth street, from Elm street to South street; on
North street, frons Ninth street to Santa Fe ave'nue;_on Pine street, from
Santa Fe avenue to•. the .alley between Fourth and~ Fifth..st.reets; on Eighth
street, from Elm street -to' TAulberry street; on Santa Fe avenue, from South
street to Bond street, and•from..North street to Pine street; on South
street, from the alley between Seventh and Eighth streets to..Twelfth
street; the lands and lots in the blocks between Seventh street and Santa
Fe avenue, .from Eli_,street to South street; the lands and -lots in. -the.
blocks betlrreen Santa. €e avenue and. Fifth street, . from Ash stret to South
street; between Fourth -and Fifth streets,, .from Pine street to Ash street;
and between Seventh and Eighth streets,`from TAkulberry street.to South
street; and that whenever•plumbing arrangements are placed in any build-
ing located on such streets' and within such blocks above described, such
buildings must be connected with the public swers of said 'city; Provided,
that the provisions of this section shall not apply to lots fronting on
streets on which there are no water mains.
Sec. 8. That the series of specifications and rules for private
sewers and'plumbing connections with the=public sewers of the city of Sa-
lina,_ adopted and approved..by the.cite council November -25, 1889, and of
recordin the .office of the cit,j"- cl,erk.j_-are- heresy adopted and approved,
and are hereby inco`r.porated.in and made a part of this ordinance in all
respects as if the same were written out in full herein.
Sec. 9. That any person, corporation or company who shall vio-
late . any of, the foregoing provisions. of this ordinance, 'or who shell fail
or refuse to comply with the 'specifications and rules of the city council.
with respect to connections'with the sewers of said city, as designated
in Section 8 hereof, shall be deemed guilty of a misde.meanor.,. and, upon
conviction thereo-r,*
.shall.•be fined in any sum not exceeding one hundred
dollars .
Sec. 10. That ordinance No. 725, passed and approved November 25,
1889, and Ordinance No..1124, passed and approved T.4arch 17, 1902, and all
ordinancesor parts of ordinances in conflict with.this ordinance, be, and
the same are hereby. repelaed
