Sec . .2 . Said amounts levied, .apportioned and assessed afore-
said, shall be due and collectible in ten equal installments,
the first becoming due with the taxes f=or the year 1916, and one
of said installments falling due each and every year thereafter
until all are paid, and all to be collected with interest as in
this ordinance provided; Provided, that the owner of any piece
of property liable for any of such spec=ial assessments may redeem
his property from such liability by paying into the city treasury
the entire amount chargeable against the same, as in this ordin-
ance designated, at any. time within thirty days after the publi-
cation of this ordinance and before the issuance of the bonds of
said City in payment of the balance of the cost of said improve-
ments, and his property so paid on shall not thereafter be lia-
ble for any further assessment for the cost of said improvements,
nor for any part of said bonds.
Sec. 3. There is hereby further levied and assessed against
each lot and piece of ground described in this ordinance interest,
at such rate as the Mayor and Council shall hereafter by ordin-
ance provide to be paid on the bonds which shall be issued for
the purpose of paying for the improvements described in Section
One (1) of this ordinance, on all of said installments herein men -
t ioned, from the date of the bonds which 'may- be' issued at the end
of the thirty (30) days specified in the preceding section hereof,
as by law provided; to the time of the collection of the last of
said installments, as provided by law, which said interest shall
be collected annually at the same time and in the same manner as
said installments .are collected; and after the taking effect of
this ordinance, it shall be the duty of the City Clerk to annual-
ly, at the same time other taxes are certified., to certify to
the County Clerk of Saline County, Kansas, a full list of all
property liable to assessment and taxation for such work and im-
provements, except such property on which the special assessments
aforesaid have been paid in full, as herein provided, together
with the respective amounts due on each of such lots and pieces
of ground, which amounts shall include the annual installments
of such special assessments. together with interest as above stat
ed on all unpaid balances of such assessments at the beginning
of such year as aforesaid; and such amounts so certified as here-
in provided shall be placed upon the tax roll by the County Clerk
of Saline County, Kansas, and collected as other taxes are collect-
ed.
Sec. 4. This ordinance shall take effect and be in
force from and after its publication once in the Salina
Evening Journal.

ORDINANCE NO. Z f - Q
An ordinance relating to and apportioning and levying special .
assessments on certain lots and pieces of ground in the
city of Salina, Kansas, to. pay for the cost of paving,
curbing. guttering and excavating Park St ret in said
City between the west line of Ninth Street and the east
line of the right of way of The Missouri Pacific Rail-
way Company; and College Avenue, between the north line
of Ash Street and the south line of Park Street, in said
City; and to pay the cost of paving and excavating Fifth
Stret in said City between the south line of "alnut Street
and the north line of Prescott Avenue, and relating to
and providing for the collection and payment of said
assessments.
Be it ordained by the Mayor and Councilmen of the City of Gal ina :
Section 1. For the purpose of paying the cost of paving,
cur.bing, guttering and excavating that part of Park Street in the
city of .Salina, Kansas, between the west line of Ninth Street and
the east line of the right of way of the Missouri Pacific Railway
Company; and of College Avenme in said city of Salina) Kansas,
between the north line of Ash Street and the south line of Park
Street, and for the purpose of paying the cost of paving and
excavating that part of Fifth Street, in said City of 'Jalina,
Kansas, between the south line of Walnut Street and the north
line of Prescott Avenue, there are hereby levied and assessed
on the property liable therefor, being all the 'lots and pieces
of ground lying on either side of said streets for the distance
improved, as aforesaid, to the center of the block, on either
side of said streetq, according to the appraised value of such
lots and pieces without regard to the buildings or improvements
thereon, special assessments coevring the cost of such work and
improvements; said special assessments being based on the special
valuation anct appraisement Of such lois and pieces of ground here-
tofore made by three disinterested appraisers appointed by the

to and made a. part of this ordinance, and the several amounts

Sec. 2. Said amounts, levied, apportioned and assessed afore-
said, shall be due and collectible in ten equal installments, the
first becoming due with the taxes for the year 1916, and one of said
installments falling duel' each and every year thereafter until all
are paid, and all to be collected with interest, as in this ordin-
ance provided; Provided', that the owner of any piece of property
liable for any of such special assessments may redeem his property
,from such liability by paying into the city treasury the entire
amount chargeable against the same, as in this ordinance designat-
ed, at any time within thirty days after the publ icat i6n of this
ordinance and before the issuance of the bonds of said City in
payment of the balance of the cost of said improvements, and his
property so paid on shall not thereafter be liable for any further
assessment for the cost of said improvements, nor for any part
of said bonds.
Sec. 3. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
interest, at such rate as the Mayor and Council shall hereafter
by ordinance provide to be paid on the bonds which shall be issued
for the purpose of paying for the improvements described in Section
One (1) of this ordinance, on all of said installments herein men-
tioned, from the date of the bonds which may be issued at the end
of the thirty (30) days s pec if ied in the pre ceding section hereof,
as by paw provided; to the time of the collection of the last of
said installments, as provided by law, which said interest shall be
collected annually at the same time and in the same manner as said
installments are collected ; and after the taking effect of this
ordinance, it shall be the duty of the City Clerk to annually,
at the same time other taxes are certified, to certify to the County
Clerk of Saline County, Kansas, a full list of all property liable
to assessment and taxation for suchwork and improvements, except
such property on which the special assessments aforesaid have

been paid in full, as herein provided, together with the respective
amounts due on each of such lots and pieces of ground, which
amounts shall include , the„ annual installments of such special
assessments together with interest as above stated on all unpaid
balances of such assessments at the beginning of such year as
aforesaid; and such amounts so certified as herein provided shall
be placed upon the tax roll by the County Clerk of Saline County,
Kansas, and collected as other taxes are collected.
Sec. 4. This ordinance shall take effect and be in force
from and after its publication once in the Salina Evening Journal.
