An ordinance relating -to -and apportioning and levying special assessments on certain lots and pieced of ground, in the City of Salina, Kansas., to pay the cost of paving and exca- vating Eleventh Street, in said city, between the south line of Walnut Street and the north line of South Street, and relating to and providing for the collection and pay- ment of said assessments." Be it ordained by the Mayor and Councilmen. of the City of Salinas Section 1. For the purpose of paying the cost of paving and excavating that part of Eleventh Street, in the city of Salina, Kansas, between the south line of Walnut Street and the north line. of. South Streets there are hereby levied and assessed, on the property liable therefor, being all the lots and pieces of ground lying on either side of said Eleventh Street, for the distance im- proved, as aforesaid, to the center of the block on either side thereof, according to the appraised value of such lots and pieces of 'gr'ourid without regard to the buildings or improvements thereon, special assessments covering the cost of. such work and improve- ments,; said special assessments being based on the special valua- t ion and appraisement of such lots and pieces of ground heretofore made by three disinterested appraisers appointed by the Mayor and Council, which said appraisement is hereby referred to and made a part of this ordinance, and the several amounts levied, apportion- ed and assessed against each of said lots and pieces of ground, for the purpose aforesaid, are hereby found. to be and are as fol- lows. Said amounts levied, apportioned and assessed aforesaid, shall be due and collectible in ten equal install- ments, the first beooming due with the taxes for the year 1916, and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance provided; Provided, that the owner of any piece of property liable for any of such special assessments may redeem his property from such liability by pay- ing into the City treasury the entire amount chargeable against the same, as in this ordinance des iganted, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds ,of said city . in payment of the balance of the cost of said improvements, and his property so paid on shall not thereafter be liable for any further assessment 'for the cost of said improvements, nor for any part of said bonds.. Sec. 3. There is hereby further levied and assessed a- gainst each lot and piece of ground described in this ordinance not to exceed five (5) per cent interest per annum on all of said installments above mentioned from the date of the bonds which may be issued at the end of the thirty days specified in the preceding section hereof, as by law provided, which said interest shall be collectible annually at the same time and in the same manner as said installments are _collected; and after the taking effect of this ordinance, it shall be the duty of the City Clerk of said City to annually, at the same time other taxes are certified, and until all of said assessments so ap- portioned and levied herein have been certified., to certify to the county clerk of Saline County, Kansas, a full list of 1 L! 1 II AY 1 1 all property liable to assessment and taxation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full, as hereinbefore provided, togeth- er with the respective amounts due on each of said lots and pieces and parcels of ground, which amounts shall include the annual In- stallments of such special assessments together with, interest for one year at the rate of not to exceed five (5) per cent per annum on all unpaid balances of such assessments at the beginning of each such year, as aforesaid; and such amounts do certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas, and collected as other taxes are collected.
