1910 Levy Special Assessments� '434 0 R D I N A N C E N 0. 1910 -- (Published in the Salina Evening' Journal NovambAr __2i % _ 1915.1 An ordinance -relating to and apportioning and levying special assessments on certain lots and pieces of ground, in the city of Salina, Kansas, to pay the cost of paving, curbing, guttering and excavating Ninth Street, in said City, be- tween the south line of South Street and the south line of Crawford Avenue, and relating to and providing for the col- lection and payment of said assessments. Be it , ordained by the Mayor and Councilmen of the City of. Salina: Section 1. For the purpose of paying the cost of paving, curbing, guttering and excavating that part of Ninth Street, in the City of Salina, between the south line of South Street and the south line of erawford Avenue, there are hereby levied and assessed, on the -property liable therefor, being all the lots and pieces of ground lying on either side of said Ninth Street, for the distance improved, as aforesaid, to the center of the block, on either side thereof, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements; said special assessments being based on the special valuation and appraisement of such lots and pieces of ground heretofore made by three disinterested appraisers ap- pointed by the mayor and council, which said appraisement is here- by referred to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground, for the purpose aforesaid, are hereby found to be and are as follows, to -wit: (Test side of Ninth Street) Soah =eet_to southof Lot Holland'so 297.00 Lot 4, ----------------------------- 297.00 Lot 51 ----------------------------- . Sec. 2.- Said amounts levied, apportioned and assedsed aforesaid shall be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1916, and one -of -said installments falling due each and every year there- after until all are paid, and all to be collected with interest as in this ordinance provided; Provided, that the owner of any piece of property liable for any of such special assessments may re- deem his property from such liability by payin into the city treasury teh entire amount chargeable against the same, as in ►This, ordinance designated, at any time within thirty days after f the publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of the cost of said improvements, and his property so paid on shall not thereafter be liable for any further assessment for the cost of said im- provements, nor for any part of said bonds. 1 1 Sec. 3 . There is hereby further levied and assessed against each lot and piece of ground described in this ordinance - not to exceed five (5) per cent interest per annum, on all of said installments above mentioned from the date of the bonds which may be issued at the end of the thirty days specified in the pre- ceding section hereof, as by law provided, which said -interest shall be collectible annually at.the same time and in the same manner.as said installments are collected; and after the taking effect of this ordinance, it shall be the duty of the city clerk of said City to annually, at the same time other taxes are certi- fied,, and until . all of said assessments so apportioned and levied herein have been certified to certify •to the county clerk of Sa- line County, Kansas, a full list of all property liable to assess- ment and taxation for such work and improvement, except such pro- perty on which the special assessments aforesaid have been paid in full, as hereinbefore provided, together with the respective' amounts due on each of said lots and pieces and parcels of ground, which amounts shall include the annual installments of such spe- cial assessments together with interest for one year at the rate of five per cent per annum on all unpaid balances of such assess ments at the beginning of each such year, as aforesaid; and such amounts so certified as herein provided shall be placed upon the tax roll by the county clerk of Saline County, Kansas, and collect- ed as other taxes are collected.
