ORDINANCE NO. 1867. -

An ordinance relating to and apportioning and levying special assess-
ments on certain lots and pieces of ground, in the City
of Salina, Kansas, to pay the cost of paving, curbing,
guttering and excavating Crawford Avenue, in said City,
between --Ninth Street and Santa -Fe Avenue, and relating
to and providing for the. collection and payment of such
assessments.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. For the purpose of paying the cost of paving, curb-
ing, guttering and excavating that part of Crawford Avenue, between
Ninth Street and Santa Fe Avenue, in the city'of Salina, Kansas, there
are hereby levied and assessed, on the property liable therefor, being
all the lots and pieces of ground lying on either side of said Craw-
ford Avenue) for the distance improved, as aforesaid, to the center
of the blocks on either side thereof, according to the appraised value
of such lots and pieces od ground, without regard to the buildings
or improvements thereon, special assessments covering the cost of such
work and improvements; said special assessments being based on the
special valuation and appraisement of said lots and pieces of ground
heretofore made by three disinterested appraisers appointed by the
Mayor and Council, which said appraisement is hereby referred to and
made a part of this ordinance, and the several amounts levied, apport-
ioned and assessed against each of said lots and pieces of ground, for
the purpose aforesaid, are hereby found to be,, and areas follows, viz:

Highland Avenue:

Sec. 4. Said amounts levied, apportioned and assessed as
foresaid, shall be due and collectible in ten (10)'equal install-
ments, the first becoming due with the taxes levied for the year
1915, and one fo said installments falling due each and every year
thereafter until all are,paid, and all to be collected with in-
terest as in this ordinance provided; Provided, that the owner of
any piece of property liable for any such special assessment may
redeem hus property from such liability by paying into the city
treasury the entire amount chargeable against the same, as is this
ordinance designated, at any time within thirty (30) days after the
publication of this ordinance and before the issuance of the bonds
of said city in payment of the balance of the cost of said improve-
ments, and his property so paid on shall not thereafter be liable
for any further assessments for the cost of said improvements, nor
f or any part of said bonds.
Sec. -5. There is hereby further levied and assessed against
each lot and piece of ground described in this ordinance five (5)
per cent interest per annum on all of said installments therein men-
tioned -from the date of the bonds which may be issued at the end of
thirty (30) days specified in the preceding section hereof, as by
law provided, to the time of collection of the last of said in-
stallments, as provided by law, which said interest shall be col-
lected annually at the same time and in the same manner as said in-
stallments are collected; and after the taking effect of this ord-
finance, it shall be the duty of the City Clerk of said city, to
annually, at the same time other taxes are certified, and until all
of said assessments so apportioned and levied herein have been certi-
fied, to certify to the county clerk of Saline County, Kansas, a
full list of all property liable to assessment and taxation for such
work and improvement, except such property on which the special as-
sessments aforesaid have been paid in full, as hereinbefore pro-
vided, together with the respective amounts due on each of such
lots and pieces and parcels of ground, which amounts shall include
the annual installments of such special assessments together with
the interest for one year, at the rate of five per (5%) per annum,

on all balances of such assessments at the beginning of each such year,
as aforesaid, and such amounts so certified as herein provided shall
.be placed upon thetax roll by the county clerk of Saline County, Kan-
sas, and collected as all other taxes are collected.
Sec. 6. This ordinance shall take effect and be in force from
.and after its publication once in the Salina Evening Journal.
