An"ordinance relating to and apportioning and levying special as- sessments on certain - lots-" and ' pieces - of ground, in the city of Salina, Kansas, to pay the cost of paving' 1' guttering and excavating Highland avenue, in said city, -"between the- south line -of Prescott Aven- ue and the north -line of Republic avenue,'and relating to and providing for the collection and payment of such assessments. Be it ordained by the Mayor and Councilmen of the City of Salina: Section 1. For the purpose of paying. the cost of paving, curbing, guttering and excavating that part of Highland Avenue between the south line of Prescott avenue and the north line of Republic avenue, in the city of Salina, Kansas, there are hereby levied and assessed, on the property liable therefor, being all the lots and pieces of ground ly- ing on either side of said Highland avenue, for the distance improved, as aforesaid, to the center of the blocks on either side thereof, ac- cording to the appraised value of such lots and pieces of ground with- eut regard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements; paid special assess- ments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested ap- praisers appointed by the mayor and council, which said appraisement is hereby referred. to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground, for the purpose aforesaid, are hereby found to be and are as follows, viz: Sec. 2. Said amounts levied, apportioned and assessed aforesaid, $hall be due and colledtible in ten equal annual installments, the first becoming due with the taxes levied for the year 1915, and one of said,installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance provided; Provided, that the owner of any piece of property liable for any such special :assessment may .redeem .his property from such liability by paying into the city treasury the entire amount chargeable against ... the same, as in this ordinance designated., at any time within thirty (30) days after the publication of this ordinance and before the issu- ance of the bonds of said city in payment of the balanceof the cost of said improvements, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improve- ments, nor for any part of said bonds. Sec. 7. there is hereby further levied and assessed against each lot and piece of ground described in this ordinance five (5) per cent interest per annum, on all of said installments therein mentioned from the date of the bonds which may be ussued at the end of thirty days specified in the preceding section hereof, as bylawprovided, to the time of the collection of the last of said installments, as provided by law, which sdld interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance, it shall be the duty of the city clerk of said city to annually, at the same time other taxes are certi- fied, erti- fied, and until all of said assessments so apport ioned and levied heer- in have been cert if ied, to certify to the county clerk of Saline county, Kansas, a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the spe- cial assessments aforesaid have been paid in full, as hereinbefore provided, together with the respective amounts due on each of such lots and pieces and parcels of ground, which amounts shall include the annual installments of such special assessments together with the 1 1 1 1 1 T PA Y 2S5 interest for one year at the rate of five per cent per annum, on all unpaid balances of such assessments at the beginning of each such year, as aforesaid; and such amounts so certified as herein provided shall be placed upon the tax roll by the county clerk of Saline, county, Kansas, and collected as all other taxes are collected.
