ORDINANCE NO. 1844

An ordinance fixing the compensation and salary of the City
Attorney, and repealing Ordinance No. 1758, passed and approved May
18, 1914, and so much'of'section two of Ordinance No. 1097, passed and
approved 'September 16, 1901, as is in conflict with the provisions of
this ordinance.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. The salary of the City Attorney of Salim. shall be
one thousand dollars ($11000) per annum, payable monthly, which shall
be in' full compensation for all his services" as* such; Provided, that
for all business and cases outside of Saline county, Kansas, he shall
be allowed a reasonable compensation to' be agreed upon by the Mayor
and Council before such services are performed.
Sec. 2. That Ordinance No. 1758, passed and approved May
18, 1914, being an' ordinance entitled, 'tan ordinance fixing the com-
pensation of the city attorney, and repealing Ordnance No. 771, pass-
ed and'approved May 25, 1891," and so much of section two of Ordinance
No. 1097, passed and approved September 16, 1901, being an ordinance
entitled, "an ordinance providing for the salary of the police judge
and relating to fines and costs in the police court, and repealing
Ordinance No. 90911, as relate to the taxing of any fees or costs for
the city attorney by the police judge in the police court are each
and both hereby repealed.
Sec. 3.. This ordinance shall take effect and be in force
from and after its publication once in the Salina Evening Journal

TO THE COUNCILMEN OF THE CITY OF SALINA:
Regarding Ordinance No. 1845, passed by you May 17, 1915,
fixing the compensation of the City Engineer at One Thousand Dollars
(1,000.00) per annum, will say, if this ordinance is supposed to be in
the interest of the City, with a view of reducing cost of engineering,
it appears to me unwise, as the records show, during the past four years,
the total cost of the Engineering Department of this City to be $49133.00,
during which time the City has expended approximately $150,00040 on com-
pleted public improvements in the way of paving and sewer alone. There is,
at the present time, approximately $60,000.00 of work under way upon which
the larger proportion of engineering work has been done. Taking this into
consideration, the total cost of the Engineering Department is under 2% of
the work, which I am informed is but a trifle over one-half of the ordinary
allowance made by commercial institutions for work of this kind.
Therefore, we would apparently have no cause for complaint on
account of our present method or cost. Ordinance No. 1845 will necessarily
increase cost of such services. In addition, the City would have to equip
and maintain an Engineer's office, with instruments, etc., not now required,
that I aia reliably informed would cost conservatively $500..00. Knowing some-
thing of the volatile nature of all public property and particularly anythinE
as delicate as engineers instruments, I do not believe it wise to.burden the
City with a charge of this -nature.
I have made a pretty thorough investigation of the compensation
allowed City Engineers by practically all the Cities of the second class with
in the State of Kansas, of anything like the importance of Salina and I
find that, generally speaking, there are none that pay their engineers
less than Twelve Hundred Dollars ($1,200.00) per annum, while fully 58%
of them pay more.
