An ordinance relating to and apportioning and levying special
assessments on the lots and pieces of ground liable therefor to pay
the cost of .paving, curbing, guttering and excavating Walnut street,
in the City of Salina, Kansas, between the east line, of Second Street
and the west end of the bridge crossing the Smoky Hill River on said
street.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. For the purpose of paying the cost of paving, curb-
ing, guttering and excavating that part of Walnut Street, in the city
of Salina, Kansas, between the east line of Second street and the west
end of the bridge crossing the Smoky hill River on said street, there
are hereby levied and assessed on the property.liable therefor, being
all the lots and pieces of ground lying on either side of said Walnut
street, for the distance improved, as aforesaid, to the center of the
blocks on either side thereof, according to the appraised value of
said lots :and pieces of ground ._without regard to the buildings or
improvements thereon, special assessments covering,the cost of such
work and improvement, said special assessments being based on the
appraisement of said lots and pieces of ground heretofore and on the
18th day of January, 1915, made by three,disinterested appraisers here-
tofore appointed by the mayor and council; amd the several amounts
lievied, apportioned and assessed against each of said lots and pieces
of ground, for the purpose aforesaid, are hereby found to be as fol-
lows, viz:

Sec. 2. Said amounts levied, apportioned and assessed as afore-
said shall be due and collectible in ten equal installments, the first
becoming due with the taxes for the year 1915, and one of said in-
stallments falling due each and eery year thereafter until all are
paid, with interest as in this ordinance provided; Provided, that the
owner of any piece of property liable for any such special assessement
may redeem his property from such liability by paying into the City
treasury the entire amount chargeable against the same, as in this
ordinance designated, at any time within thirty (30) days after the
publication of this ordinance, and his property so paid on shall not
thereafter be .lia.bel for any further assessment for the cost of said
improvement, nor for any part of said bonds.
Sec. 3. There is hereby further levied and assessed against each
lot and piece of ground deserib5d in this ordinance five (5) per cent
interest per annum on all of said installments therein mentioned from
the date of the bonds, which may be issued at the dnd of thirty days
specified in the preceding section of this ordinance, as by law provid-
ed, to the time of the collection of the last of said installments,
which said interest shall be collected annually at the same time and
In the same manner as said installments are collected; and after the
taking effect of this ordinance it shall be the duty of the city clerk
of said city, to annually, at the same time other city taxes are cer-

tified, and until all of said assessments so apportioned and levied

herein have been certified, to certify to the county clerk of Saline
county, Kansas, a full list of all property liable to assessment and
taxation for such work and improvement, except such property on which
the .special assessments aforesaid -have been paid in full, as hereinbefore
provided, together with the respective amounts due on each of such lots
and.pieces of ground, which amounts shall include the annual install-
ments of -such special assessments together with the interest for one
year at the rate of five per cent per annum on all unpaid balances on
such assessments at -the beginning_ of each such year as aforesaid, and
such amounts so certified as herein provided .shall be placed upon the
tax.roll by the county clerk of Saline county, Kansas, and collected
as all other taxed are collected.
See. 4. This ordinance shall take effect and be in force from
and .after its publication once in the Salina Evening Journal.

effect of this ordinance it, shall be the duty of the city clerk of said
city to annually, at the same time other city taxes are certified, and
until all of. said assessments so apportioned and levied herein have
been certified, to certify to the county clerk of Saline county, Kansas,
a, full list of all property liable to assessment and taxation for such
work and improvement, execpt such property on which the special assess-
ments aforesaid havebeen paid in full, as hereinbefore provided, to-
gether with the respective amounts due on each of such lots and pieces o`'
ground,
which am&ants shall
include the annual
installments.

such
special
assessments together
with the interest
for one year
at
the rate
of five per cent per annum on all unpaid balances onf such assessments
at the beginning of each such year as aforesaid; and such amounts so
certified as herein provided shall be placed upon the tax roll by the
