An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of. ground, in the city of Sali-
na, Kansas, to pay the cost of paving, curbing, guttering and excavat-
ing Walnut Street in said city, between the west line of Tenth street
and the east line of College avenue, and relating to and providing
for the collect ion and payment of such assessments.
Be it ordained by the Mayor and Councilmen of the .City of Salina:
Section 1. For the purpose of patting the cost of paving, curb -
Ing, guttering and excavating that part of Walnut street, in the city
of Salina, Kansas, between the west line of Tenth street and the east
line*df College avenue, there are hereby levied and assessed, on the
property liable therefor, being all the lots and pieces of ground ly-
ing on either side of said Walnut Street, for the distance improved,
as aforesaid, to the center of the block on either side thereof, ac-
cording to the appraised value of such.. lots and pieces of ground with-
out regard to the buildings or improvements thereon, special assess-
ments covering the cost of such work and improvements; said special
assessments being based on the special valuation and appraisement of
said -lots and pieces of ground heretofore made by.three disinterested
appraisers appointed by the mayor and council, which said appraisement
is hereby referred to and made a part of this ordinance; and the sev-
eral amounts levied, apportioned and assessed against each of said
lots• and pieces of ground, for the purpose aforesaid, are hereby
found to be and are as follows, viz:
Sec. 2. For paving, curbing, guttering and excavating the
block between the west line of Tenth street and the east line of Elev-
enth street, on the south side of Walnut street, and the west line
of Tenth Street and the east line of the alley west of Tenth Street,
on the. north side of said Walnut street:

Sec. 7. Said amounts levied, apportioned and assessed aforesaid
shall be due and collectible in ten (10) equal annual.installments, the
first becoming due with the taxes levied for the year 1915, and one of
said installments falling due each_and.every year thereaft.er.until all
are paid, and -all to be collected.with_interest as -in this ordinance pro-
vided; Provided, that the owner -of any piece ,of. property liable for
any such special assessment may redeem his property from such liability
by °paying into the city treasury ,the entire amount chargeable against
the same, as in this ordinance designated at any time within thirty
(30) days after the publication of this ordinance and before the issu-

ante of the bonds of said city in payment of the balance of the cost
of said improvements, and his propebty so paid on shall not be 'liable
for any further assessments for the cost of said improvements, nor for
any part of said bonds.
Sec. 8. There is hereby further levied and assessed against each
lot and piece of ground described in this ordinance five (5) per cent
interest per annum on all of said installments therein mentioned from
the date.of the bonds which may be issued at the end of the thirty days
specified in the preceding section hereof, as by law provided, .to the
time of the collection of the last -•of said installments, as provided
by law, which said interest shall be collected annually at the same
time and in the same manner as said installments are collected;.and
after the taking effect of this ordinance, it shall be the duty of the
city clerk of said city to annually, at the same time other taxes are
certified, and until all of said assessments so apportioned and levied
herein have been certified, to certify to. the county clerk of Saline
county, Kansas, a full list of all property liable to assessment and
taxation for such work and improvement, except such property on which
the special assessments aforesaid have been paid in full, as hereinbe- ,
fore provided, together with the respective amounts due on each of
such lots and pieces and parcels of ground, which amounts shall in -
elude •the annual installments of such special assessments together with.
the interest for one ye arat the rete of five per cent per annum on
all unpaid balances -of such assessments at the beginning of such year,
as aforesaid; and such amounts so certified as herein provided shall
be placed -upon the tax roll by the county clerk of Saline county, Kan-
sas, and collected as all other taxes are collected.
Sec. 9. This ordinance shall take effect and be in force from
and after its publication -once in the Salina Evening Journal.

Yrsec Said amounts levied, apportioned and assessed aforesaid
shall be. ue and collectible in ten (10) equal annual installments, the
first becoming due with the -taxes levidd for the year 1915, and one'of
said installments falling due each.. acid every yens thereafter until all
are paid, and all to be collected with interest as in this ordinance pro-
v ided; Provided, that the oviner of any piece of . property liable for any
such special assessment may redeam his property from such liability by
paying into the city treasury the entire amount chargeable against the
same, as in this ordinance designated, at any time within.thirty (30)
days after the publication of thisordinance and before the issuance of
the bonds of said city in payment of the balance of the cost of said im4
provmente, and his property so paid on shall not thereafter be liable
for any further assessments for the cost of said improvements, nor for
any part of said bonds.
Sec. _ There is hereby further levied and assessed against each
lot and. piece of ground descrihed in this ordinance five (5) per cent
interest per annum on all of said installments therein mentioned from
the date of the bonds which may be issued at the end of the thirty days
specified -in z&* exxxxx the preceding zection hereof, as by law
provided, to the time of the collection of the last of 'Said'installments,
as provided by lair, which said interest shall be colledted annually at
the sane time and in the same manner as said installments are collected;
and after the taking effect of this ordinance, it shall be the duty of the
city clerk of said city to annually, at the sane time other taxes are
certified, and until all of said assessmentsv. so apportioned and
levied herein have been certified, to certify to the county clerk of
Saline county, Kansas, a full list of all property liable to assessment
and taxation. for such work and improvement, except such property.on which
the special assessments aforesaid have been paid in full, as hereinbe-
fore provided, together with,the respective amounts due on each of such
lots and pieces and parcels ofI ground, Which amounts shall includes the

annual installments of such special assessments together .with .the interst
for one year at the rate of five per-, cent per anni m on all unpaid bal-
ances of such assessments at the beginning of each such year® as
aforesaid; and such amounts so certified as here in provided shall be
placed upon,.the tag roll by the county clerk of Saline county, Kansas,,
and collected as. all other taxis are collected.
Sec. This ordinance shall take effect and be in force from.
