1800 Levy Special Assessments1'72 f ORDINANCE NO. 1800 (Published in the Salina Evening Journal November 17th, 1914) An ordinance relating to and apportioning and levying special as- sessments on certain lots and pieces oj; ground, in the city of Salina, Kansas, to pay the cost of paving, curbing,, guttering and excavating Walnut street, in said city, between the east side of Fifth street and the west side of the Walnut street bridge crossing the Smoky Hill river on said street, and relating to and providing for the collection and payment of such assessments. Be it ordained by the Mayor and Councilmen of the City of Salina: Section 1. For the purpose of paying the cost of paving, curbing, guttering and excavating that part of Walnut street between the east line of Fifth street and the west line of the Walnut street bridge cross- ing the Smoky Hill river on said street, in the city of Salina, Kansas, there are hereby levied and assessed, on the property liable therefor, being all the, lots and pieces of ground lying on either side of said Walnut street, for the distance improved, as aforesaid, to the_ center of the blocks on either side thereof, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments.covering the cost of such work and improvements; said special assessments being based on the spe- cial valuation and'appraisement of said lots and pieves of ground here- tofore made by three disinterested appraisers appointed by.the mayor and council, which said appraisement is hereby referred to and made a part of this ordinance; and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground, for the purpose aforesaid, are hereby found to be and are as follows, viz: Sec. 2. N. 1/2 Lot 76, ----------------------- 18.13 0 1 i 1 PAY 115 Sec. 6., Said amounts levied, apportioned and assessed aforesaid shall be due and collectible in ten (10) equal annual installments, the first becoming, due with the taxes levied for the year 1915., and one of said installments falling due each andrevery year thereafter until all are paid, and all to be collected with interest as in this ordin- ance provided; Provided, that the owner of any piece of property lia- ble for any such special assessment may redeem his property from such liability by paying into the city treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty (30) days after the publication of this ordinance and before the issuance of the bonds of said city in payment of the balance of the cost of said improvements, and his.property so paid on shall not there- after be liable for any further assessments for the cost of said im- provements, nor for.any part of said bonds. Sec. 7. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance five (5) per cent interest per annum on all of said installments therein mentioned from the date of the bonds which may be issued at the end of thirty days specified in the--preeedingz,section hereof, ,As by law provided, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance, it shall be the duty of the city clerk of. said city to annually, at the same time other taxes are certified, and until all of said assessments so apportioned and levied herein have been certified, to certify to the county clerk of Saline county, .Kansas . a full list of all propety liable to assessment and taxation for such work and improvement, except such property on which the special assess- ments aforesaid have been paid in full, as hereinbefore provided, to- gether with the respective amounts due on each of such lots and pieces and parcels of ground, which amounts shall include the.annual install- ments of such special assessments together with the interest for one year at the rate of five per cemt per annum on all unpaid balances of such assessments at the beginning of each such year, as aforesaid; and such amounts so certified as herein provided shall be placed upon the tax roll by the county clerk of Saline county,.Kansas, and collect- ed as all other taxes are collected. 1"76 Sec. 8.
