An ordinance regulating -the -use of automobiles; motor cycles and
other motor vehicles on -the streets, -avenues and alleys of the city of
Salina; providing penalties--for-violation hereof, and repealing Ordinances
numbered 1521 and 1698 of said city.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. It shall be unlawful for any person to operate or run
am automobile or motorcycle upon or over the streets, avenues and alleys
of -the city of Salina at a greater rate of speed than that specified in
this section, to -wit: (a) A speed of six (6) miles per hour when turning
a enrner of intersecting streets or cross roads; (b) Elswhere, and except
as above provided, twelve (12) miles per hour; Provided, that no automobile
or motor cycle shall be operated in said city at a rate of speed greater
than is reasonalbe and proper, and having regard for the traffic and use
of any such street, avenue or alley, nor at a rate. of speed such as to en-
danger the life or limb of any person; and, provided further, that the
speed limits in this section shall not apply to pliyeicians or surgeons or
police or faire vehicles or ambulances when answering emergency calls de-
manding excessive speed.
Sec. 2. Any person operating an autowoblie or motor, cycle within
sdch city shall, At request or on signal by putting up the hand, from a
person -riding or driving a restive horse or other draught or domestic ani-
mal bring such automobile or motor cycle immediately to a stop., and if
traveling in the opdosite direction remain stationary so long as may be
reasonalbe to allow such horse or animal to Dass, and if traveling in the
same direction, use reasonable caution in Passing such horse or animals,
and the operator or occupant or any such automobile or motor cycle shall
render necessary assistance to the party having in charge such horse or
other draught animal in so passing. Whenever any.person traveling with
any vehicle or conveyance on any street in Aaid city shall overtake anoth-
er vehicle or conveyance traveling in the same direction and shall by
sound or call indicate to the driver thereof his or her desire to pass, it
shall be the duty of the driver of the vehicle or conveyance in front, if
the nature of the ground or the condition of his loud will nermit it, to
promptly turn to the right and the driver of the vehicle or conveyance be-
hind shall then turn to the left and pass by without interfering or inter-
rupting such other vehicle or conveyance.
Sec 3. Every automobile or motorcycle while in use on the streets,
avenues and alleys of the city shall be provided with mood and sufficient
brakes, and also with a suitalbe bell.., horn or other signal, and shall
have exhibited during the Period of from one-half hour After sunset to one-
half hour before sun rise, one or more lamps showing white lights visible
within a reasonalbe distance from the direction toward whish such vehicle_
is proceeding,.und a red light visible from the reverse direction.
Sec. 4. Any and all persons using the streets and thoroughfares of
the city of Salina, whether with automobiles, motor cycles, bicycles or
or with vehicles drawn by horse or horses, shall, in doing so, observe and
obey the recognized rules of the road, which rules are hereby made a part
of this ordinance and' are as follows, viz: (1) Keep tp the right .when
overtaken by a vehicle going in the same direction; (2) Keep to the left
when about to pass another vehicle going in the same direction; (3) Pass
to the right when meeting a vehicle going in the opposItieoditection; (4)
Always have consideration for the equal rights of others; (5) In all cases,
where the ignorance of others using the highway or street may seem to be ab -
bout to cause an accident, in which.you may be personally invIlved, stop
your own vehicle; (6) In turning to the right at street intersections
always keepe-c11osb a;o the curb on the right hand side; in turning to the
left at street intersections cross the street upon which you are about to
change your direction until near the curb, then turn to the left. In all.
cases have ydur machine or your horse or horses under perfect control.
Sec. 5. It shall be unlawful for any person under fourteen years of
age or for any intoxicated person to operate an automobile or motor cycle on
the streets and highways of the city of Salian; and any owner, dealer or
manufacturer of such vehicles who permits a person under fourteen years of
age or an inotxicated person too operate an automobile or motor cycle shall
be deemd guilty of a misdeameanor and punished as hereinafter provided for
violation Df the provisions of this ordinance.
Sec. 6. It shall be unlawful for any person operating, using or in
charge of any automobile or motor cycle on the streets and highways of this
city, whether the same shall be in motion or standing still om any such
street or highway, to make use of the "cut-out" of the negine or motive
power of such machine or vehicle; and any person who shall so make use of
such"cut-out"as-aforesaid, shall be deemed guilty of a misdemeanor and pun-
ished as hereinafter provided for violation of the provisions of this ord-
inance.
Sec. 7. No person shall be permitted to stand an automobile on Santa
Fe avenue between the north line of Ash street -and the south line of Walnut
street, and on Iron avenue between the east line of Fifth street and the
west line of Seventh street, unless he or she shall park or stand the same
in the following manner, that is to say: that is said automobile is to
stand on the east side of Santa Fe avenue the same shall face the north and
east at an angle of about 35 degrees; if on the west Bide of Santa Fe aven-
ue, the same shall face the south and west at about do angle of 35 degrees;
and,'if to stand on the south side of Iron avenue, the same shall stand and -
face the south and east at about an angle of 35 degrees, and if on the north
side of said Iron avenue, the same shall face the north and west at about an

Sec. 9. That the term "automobile" and"motor cycle" as used in this
ordinance, shall be construed to include all types and grades of motor ve-
hicle's propelled by electricity, steam, gasoline or other source.of ever-

gy, commonly known as automobiles, motor vehicles, or horseless carriages,
using the streets of said city and not running on rails or tracks.
Sec. 10. That ordinance No. 1521, passed and approved October 18,
1909, and being an ordinance entitled, "An ordinance regulating the -propell-
ing and running of automobiles im the city of Salina, requiring the regis-
tration 't Lereof and the payment of a registration fee, providing a penalty
for violations hereof, and repealing Ordinance No. 1243, and all ordinances
and parts of ordinances in conflict with this ordinance"., and Ordinance

No. 1698 passed ,and approved December 16, 1912.1 and being an ordinance
ent tled, "An ordinance amending sections one and two or Ordinance No. 1521,

mended," are each and both hereby repealed.
Sec. 11. This ordinance.shall take effect be in force from and
..after its publication once in the Salina Evening Journal.

ORDINANCE NO.
An ordinance regulating. the use of automobiles, motor cyycles and other
motor vehicles on the streets, avenues and al -eys of the city
of Sal.ina; providing penalties for violation hereof, and
repealing Ordinances numbered 1521 and 1698 of said city.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. It shall be unlawful for. any Person to operate or run
an automobile or motor cycle upon or over the streets, avenues and

Sec. 2. Any person operating an automobile or motor cycle within

mobile or motor cycle shall be deemed guilty of a misdemeanor and
punished as hereinafter provided for violation of the provisions of
this ordinance.
Sec. G. It shall .be -unlawful for any person operating, using or
in charge of any automobile or motor cycle on the streets and highways
of this city,_ whether the. same shall be in motion or standing still on

anv such street or highway, to make use of. the "cu - of the engine
or motive power of such machine or vehicle; and any person who shall so
make use of such "cut -@V', as afo.resai.d, shall be deemed guilty. -of a
misdenanor and punished as hereinafter provided for violation of the
provisions of this ordinance.
Sec. 7. No person shall be permitted to stand an automobile on
Santa Fe avenue between the north line of Ash street, and the south
line of Walnut street, and on Iron avenue between the east line of
Fifth street and the,west line of Seventh street, unless he or she
shall park or stand the same in the following manner, that is to say:
that if said automobile is to stand on .the east side of Santa Fe
avenue the same shall face the north and east at an angle of about 35
degrees.; if on the -west nide of Santa Fe avenue, the same shall face the
south and west at about anangle of 3.5 degrees; and, if to stand on
the south side of Iron avenue, the same shall stand and face the south
and east at about an angle of 35 degrees, and if on the north side of
said Iron avenue the same shall face the north and west at about an
angle of 35.fiegrees; and, in all cases, such au+omobiles shall be parked
and stoo"n said streets near to and as fax from any other automo-
bile or automobiles standing on the same side of the same street as
may be necessary for *the proper use of said street by pedestrians cross-
ing said street at any point; -and, where any side of any such street'is
at the time congested by .automobiles standing thereon, 9,t.a distance
from each other of two -or threefeet; Provided, that the chiefM of police
of said. city may at any time. direct the ' manner and place, not incon-
sistent with the. provisions of this section„ in which and where auto -

and Ordinance No. 1698, -passed and approved December 165, 1912, .and
being an ordinance entitldd "an ordinance amending; sections ona and t;Vo
of Ordinance No. 1521, passed and a:oproved October 18th, 1909, and re-
pealing such suctions so amended," are each and both hereby repealed.
