1755 Sewer Improvements Phillips Street[u ORDINANCE N0. 1755. An ordinance providing for the construction of a certain sewer in the city of Salina, Kansas, and letting the contract therefor and providing for the payment of the cost thereof. Be it ordained by the Mayor and Councilmen of the city of Salina: Section 1. That it is necessary and hereby ordered that a ten (10) .inch sewer be built on Phillips street, in the city of Salina, Kansas, between Walnut . and South streets, a distance of about Eleven Hundred (1100) feet . Sec. 20, That the plans and specifications of the city ,emgineer for .the sewer above described 'and now on file with the city clerk are hereby adopted and approved as and for the plans and specifeations for such sew- er are hereby made a part of this ordinance, and all the work herein and in such specifications and plans described shall be done in accordance therewith. Sec. 3. That a contrat be and is hereby let to Lenard C. Ahart, of Salina, Kansas, for the building and construction of the sewer, includ- ing manholes therefor, as described in said plans and specifications, at the following prises, to -wit: for building and constructing such sewer, including all wyes for house connections, as per specifications aforesaid, forty-three and one-half (43-21-�) cents per lineal foot, and for nanholes, complete, thirty dollars ($30.00) each; and it is hereby found and deter mined that the prices hereby agreed to be paid for such work, as above, b are less that the estimated cost of the same heretofore mzde by the City Engineer and now on file with the city clerk. Sec. 4. That the cost and expense of constructing such sewer shall be assessed against all lots and pieces of ground contained in the city of Salina as a sewer district, as provided by Ordinance No. 613, passed and approved December 23, 1887, and the mayor and council are hereby authorized t.o provide for the payment of the cost thereof by installments Instead of levying the entire tax or special assessment at one time, and for such installments they may issue improvement bonds of the city of Salina, payable in istallments of equal amounts each year, none of which bonds nor the installments thereof shall run longer than ten years or bear interst exceeding five per cent per annum, and the mayor and coun- cil may sell said bonds and out of the proceeds thereof pay said contract- or constructing such sewer, and such bonds shall be of such denominations as the mayor and council may deem proper; and for the purpose of paying principal and interest on said bonds as they severally become due and payable, the mayorand council shall each year during the life of said bonds levy an assessment against all the taxable real property in said city at the assessed value thereof for general revenue purposes, ex - I 1 1 1 1 elusive of improvements, in an amount sufficient to pay the principal and interest for that year, and the city clerk shall certify said as- sessments as they are severally made to the county clerk of Saline County Kansas, at the same time and in the same manner -as other taxes of said city are c ert if ied .
