1740 Call Special Election450 ORDINANCE. N001740. (Published in the Salina Evening Journal December1913 An ordinance_ providing and calling a special election in the city of Salina, Kansas, for the purpose of submitting to a vote of the electors of said city the proposition to adopt the provisions of Chapter 82, Laws of Kansas of 1909, being an act entitled "An act amending and supplemental to Chapter 123 of the Laws of Kansas of -1907, and repealing said chapter in and so far as inconsistent and in conflict with this act, so far as the same relates to cities of the second class which adopt the provisions of this act". Be it ordained by the Mayor and Councilmen of the city of Salina: Section 1. That a special election be and the.same is hereby called, to be held in the city of Salina, Kansas, on Tuesday, the 10th day of Feb- ruary, 1914, for'the purpose of submitting to the.qualified electors of said city of Salina the proposition whether or -not the electors of said city shall adopt for said city the provisions of Chapter 82, Laws of Kansas of 1909, being what is commonly known as the Commission Form of Government Act for cities of -the second class of the State of Kansas, and being an act entitled, "An act amending and supplemental to Chapter 123 of the Laws of Kansas of 1907, and repealing said chapter in and so star as inconsistent and in conflict with this act, so far as the same relates to cities of the second class which adopt the provisions of this act". Sec. 2. Said special election shall be held at the voting places in the several wards of the -city, between the hours of 8 o'clock a. m. and 6 o'clock p. m. of said'election day, and said special election shall be gov- erned in all respects and the result -thereof declared as is provided by the general election laws of the State of Kansas and the -laws relating to gen- eral city elections in cities of the second class of said State; Provided, that if a majority of all the votes cast at such special election on the proposition submitted shall be in favor of the adoption of said Chapter 82, Laws of Kansas of 1909, the said act shall be deemed to have been adopted, and not otherwise. Sec. 3. The manner of voting at such special election shall be by ballot, and the ballots used shall be in substantially the following form: To vote in favor of any question submitted on this ballot, make a cross (X) mark in the square after' the word (Yes); to vote against it, make a similar mark in the square after the word (No).. SHALL THE FOLLOtifiING BE ADOPTED? Proposition to adopt the provisions of Chapter 82, Laws of Kansas, 1909, being an act entitled, "An act amending YES and supplemental to Chapter 123 of the Laws of Kansas of 1907, and repealing said chapter in and so for as - inconsistent and in conflict with this act, so far as NO the same relates to cities of the second class which adopt the provisions of this act". and on the back of each such ballot shall be printed, in addition to the endorsement for general city ballots, the words, "Question Submitted." Sec. 4. The, mayor is hereby authorized and direatbd to give notice of such special election by publication, stating therein that such election is called in order to submit said chapter 82, Laws of Kansas of 1909, for adoptio, stating the proposition to be voted upon, and the time, manner 1 i and place of holding such election, which said notice shall be signed .by the mayor and attested by the clerk of said city, and shall be pub- lished in the official city paper of said city .once each week for at least twenty (20) days prior to the date of said special election. Sec. 5. This ordinance shall take effect and be in force from and after its publication once in the Salina Evening Journal. Passed December 29th, 1913. Approved Vetoed by the Mayor Janaury 5th, 1914.
