1686 Sewer Construction(Published in, the Salina Evening Journal October__._'_, 1912) ORDINANCE NO.� An ordinance providing for the construction of certain sewers and drains in the city of Salina, Kansas. Be if- ordained by the Mayor and Councilmen of the City of Salina: Section 1. That it, is necessary and hereby ordered that the fol- lowing described sewers and drains be built and constrtacted$ in the city of Salina, Ka.nsos, to -wit: Sewer NO. 0 Q An eighteen (18) inch sewer commencing at the present �l sewer on the east za" side of Santa Fe avenue on Crawford. street,thence east on Crawford street to Second street, thence north on Second street to 1p-rescott avenue, thence east on Prescott avenue -to the Smoky Hill River, the approximate length of such seder being 2530 feet. Serer No. 2. A twelve (12) inch sanitary sewer. commencing at* the present manhole at the corner of Eigth and North streets, thence north on Eighth street to Lincoln street, west, on Lincoln street to Ninth r ' street and north on Ninth street -to Grande avenue, the approximate lengt'h. of such se�ver being 1625 feet. Sewer No. 3 -A ten (10) inch 'sewer on Highland avenue, commencirZ at the present manhole at the corner of Highland avenue and Crawford street, thence south on Highland avenue to a point halfway between Bond and Wilson streets,, the approximate length of such sever being 1280 feet. Sewer No. 4 A ten (10) inch sever on Highland avenue commencing at the present manhole at.Wilson street and Highland avenue thence north ori Highland: avenue to connect with the manhole to be built for Sewer No. NO ; the approximate length of such sewer being 490 feet. Sewer No. v�`-: A ten (10) inch sewer on Wal" a=nut street commencing at the end of the present sewer on said street about five (5) feet west of the west line of`�College.avenue, thence running west about 360 feet. Sewer Na. .!A ten (10) inch sewer commencing at the present man- hole hole at intersection of Want street and alley between Third and Fourth .r 4 streets, thence east on Walnut street to alley between First, and Second streets, thence south on said last named alley; the approximate length of such sewer .being 1160 feet. Sewer No._ A ten (10) inch sewer commencing at a point about (� 335 feet north of the north line of Elm street, on Fifth street, thence `C_ west to the alley between Santa Fe avenue and Fifth street, thence north in said alley; the approximate length of such sewer being 465 feet. Sewer No. k,—A ten (10) inch sewer on Ninth s tree t, commencing at the present manhole on Ninth street and in line with Washington avenue, 0 thence north to Morrison avenue; the approximate length of such sewer being 350 feet. Sever No.� –A ten (10) inch sewer on Ninth street cw.mencing at the present manhole on South and Ninth straats, Vnence south to connect with the manhole to be built under Sewer No. �_ at Ninth street and Morrison avenue; the approximate length of such sewer being 725 feet. Sewer No. 10d A ten (10) inch sewer on Phillips street, to com- mence at the end of the present sewer on said street about five feet south of the south line of South street and run south about 350 feet. Sewer %441—A teh (10) inch serer on Thirteenth street, comp mencing at the present manhole on Elm and Thirteenth streets running thence north to a point north of the right of way of the Union Pacifif railroad; the approximate length of such sewer being 950 feet. Sewer No. / �A ten (10) inch sewer, with one catch basin, in the intersection of Seventh street with Iron avenue, the approximate length of such sewer being 63 feet. A Sec. 2. That the plans and specifications of the city engineer for such sewers as are mentioned and described in section one of this ordinance, now on file with the city clerk, are hereby adopted and approved as and for the plans and specifications for all the sewers provided for herein, and such plans and specifications are hereby in- corporated in and made a part of this ordinance in all respects as if the same were written out in full herein, and all the work and improvement herein and therein provided for shall be done in accordance with such - plans and specifications and under the direction of the city engineer of said city. Sec. 3. After the passage and publication of this ordinance the city clerk shall advertise for bids or proposals for the building or x construction of the sewers and drains designated and described in section one of this ordinance by` no"tce,.,to contractors printed in the official citypaper, for at least ���issues of such paper, stating that such bids or proposals will be received by said clerk, at his office, up until the /-/��-day of , 1912, at 7:30 o'clock P. M. of said day, and that such bidder shall accompany his bid with a cert- ti.f ied check in the sum of _ as an evidence of good faith on his part; and, after the reception of such bids or proposals, the mayor and council may, and are hereby authorized to, let a contract or con- tracts for the building and construction- of any one or all of such sewers and drains to the most satisfactorirand responsible biddder, as determined by said mayor and council, the... "Said mayor and council hereby or reserving the right to reject any or all of the bids and proposals received by them hereunder. Sec.`That for the purpose of building and constructing the sewer described and designated as sewer No. here. -in' InIalffi- a right of way is hereby 1t, _ 3 66 condemned therefor over and xx across *w lots and %`h.e. _� (_.__. up n. the condition, however, that the city of Salina shall, after the completion of'such sewer, leave such ml lots and lands in as good condition as they were before any excavations were Trade thereon. a SecThe cost and expense of constructing and building such` sewers and drains shall be taxed and assessed against all lots and pieces of ground, exclusive of ircprovaents thereon, contained in the city of Salina as.a.sewer district, as provided by Ordinance No. 613 of said city, passed and approved December 23, 1887, and the mayor and council are hereby authorized to provide for the payment of the cost thereof by installments instead of levying the entire tax and assessment at one time, and for such installments the mayor and council may issue installment improvement bonds, payable in installments of equal amounts, each year, none of which bonds or any installment thereof shall run longer than ten (10) years or bear interest exceeding five (5) per cent per annum. Such bonds may be issued to the contractor or con- tractors constructing such sewers and drains in payment therefor, or the mayor and council may sell said bonds, at not less than their par val- ue, and pay the proceeds thereof to such contractor or contractors, and such bonds shall be of such denominations as the mayor and coi:,ncil rpay deem proper. And for the purpose of paying principal and interest on said bonds, as they severally become due, the mayor and council shall each year during the life of said bonds levy taxes vw assessments upon all the taxable real estate of the"city of Salina, at the assessed value thereof for general revenue purposes, exclusive of improvements thereon, in an amount sufficient to pay the principal and interest for that year; and the city clerk shall certify such levy of taxes and assessments, as they are severally made, to the county clerk of Saline county, Kansas, at the same time and -in the same manner as other city taxes are certified, to be placed upon the tax roll for collection as provided by law.
