1681 Appropriations(Published in the Salina Evening Journal Sept.--# 1912). ORDINANCE NO. W], An ordinance relating to and apportioning and levyin� special assessments on cartain lots and pieces of ground, in the city of Salina, Kan- sas, to pay the cost of ppaving curbing and guttering Morrison avenue, In said city, between Ninth street and Tenth street; and �erlat,ing to and providing for the collection and payment of such assessments. Be it ordained by the Mayor and Councilmeh of the city of Salina: Section 1. For the purpose of paying the cost of paving, curbing, guttering and excavating Morrison avenue, in the city of Salina, Kansas, between the west line of Ninth street and the east line of Tenth street, there are hereby levied and assessed, onthe property liable therefor.-- being all the lots and pieces of ground lying on ei':her side of said street, for the distance improved as aforesaid, to the center of the blocks on either side therdof,--according to the appraised value of such lots and pieces of ground withlut regard to the buildings or im- prcveraents�thereon, special assessments covering the cost of such work and. improvement; said special assessments being based on the special valuation and appraisement of said .lots and pieces of ground heretofore made by three disinterested appraisers appointed by the mayor and council,; which said appraisement is hereby referred -to and made a part of this ordinance; and the several amounts levied, apportioned and assessed against each of saidlots and pieces of ground, for the purpose a_,'ore= said, are hereby found to be and are as follows, viz: Sec. 2. Said amounts levied, apportioned and assessed aforesaid shall be due and collectible in ten (10) equal annual installments, the first becoming due with the taxes levied for rhe year 1913, and one of said in falling due each and every year thereafter until all are paid, and all to be colleted with interest as in this ordimmee provided; Provided, that the ownerz of any piece of property liable for any such special assessment may redeem his property from such liability by paying into the city treasury the entire amotuit, chargeable against the same, as in this ordinance designated, at any time within thirty (30) days after the publication of this ordinance and before thel issu- ance of the bonds of said city in payment of the balance of the cost of said improvements, and his prop'ert� so paid on shall not thereafter he liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Sec. 4. There is herebir further levied and assessed against each lot and piece of ground described in section two of this ordinance five (5) per cent interest per annum on all of said installments therein mentioned, f rcm'the date of the bonds which may be issued at the end.of the thirty days specified in the preceding section hereof, as by law provided, to the time of the collection of each annual installment., as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments; and, after the taking effect of this ordinance, it shall be the duty of the Pity clerk of said city to annually, at the same time other taxes are to be certi- fied, and until all of said assessments so apportioned and levied herein have been certified, to certify to the county clerk of Saline county, Kknsas, a. full list of all property ,liable to assessment and taxation for such work and improvements, except such property on which the special assessments aforesaid have been paid in full, as hereinbefore provided, together with the respective amounts due on each of said lots and pieces and parcels of ground, which amounts shall include the annual installments and the interest on the same and on all unpaid balances for one year at the rate of five per cent per annum, as aforesaid; and such amounts sorrcertif ied ahall be collected as other taxes and assess- ments are collected.
