An ordinance r4lating to and apportioning and levyin� special assessments
on certain lots and pieces of grounds in the ci,,y of Salina, Kan-
sas, to pay.the.cost ofaving curbing and guttering Mulberr
street, in said city, between lanta Fe avenue and Ninth street; and
relating to. and providing for the collection and payment of such
assessments.
Be it ordained by the Mayor and Councilmen of the city of Salina:
Section 1. For the purpose of paying the cost of paving, curbing,
gittering and excavati g'Mulberry street, in the city of Salina, Kansas,
between the blocks thereof bounded by the west side of Santa Fe avenue
and the east side of Seventh street; the west side of Seventh street and
the east side of Eighth street, and the west side of Eigth street and
the east side of -Ninth street, there are hereby levied and assessed, for
each such block separately, on the property liable thereftr—being .all
the lots and pieces of ground lying on either side of said street, for
the distance improved, as aforesaid,to the center of the blocks on either -
side thereof --according to the appraised value of such lots and pieces
of ground without regard to the buildings or improvements thereon,
special assessments covering the cost of such work and improvement; said
special assessments being based on the special valuation and appraise -
meat of said lots and pieces of ground heretofore made by three dis-
interested appraisers appointed by the mayor and council, which said
appraisement is hereby referred to and made a part of this ordinance; and -
the several amounts levieed, apportioned and assessed against each of
said lots and pieces of ground, for the purpose aforesaid:, are hereby
found to be and are as follows, viz:

Sec. 5. Said amounts levied, apportioned and asssessed aforesaid
shall be due and collectible in ten (10) equal annual installments,the
first becoming due with the taxes levied for the year 1913, and one of
said installments falling due each and every year. thereafter until all
are paid, and all to be collected with interest as in this ordinance
provided; Provided, that the owner of any piece of property liable for
any such special assessment may redeem his property from such liability
by paying into the city treasury the entire amount, chargeable against
the
same,
as in
this ordinance designated, at any
time within
thirty.

after
the publication of this ordinance
and before
the issu-
ance of the bonds of said city in payment of the balance of the cost of
said improvements, and his property so paid on shall not thereafter be
liable for any further assessments for the cost of said improvements,
nor for any part of said bonds.
Sec. 6. There is hereby further levied and assessed against each
lot and piece of ground described in sections two (2), three (3) and
four (4) of this ordinance five (5) per cert interest per annum on all

of said installments therein rnei'ntioned from the date of the bonds which
may be issued at the end of the thirty days specified,in the preceding
section hereof, as by law provided, to the time of the collection of
each annual installment, as providedl by law, which said interest shall
be collected annually at the same time and'in the same manner as said
installments; and, after the taking effect of this ordinance, it shall
be the duty of the city clerk of said city to annually, at the same time
other taxes are certified, and until all of said assessments so appor-
tioned and levied herein have been certified, to certify to the county
clerk of Saline county, Kansas, a full .list of all property liable to
assessment and taxation f or such work and improvements, except, such prop"
erty on which the special assessments aforesaid have been paid in full,
as hereinbefore provided, together with the respective amounts due on
each. of such lots and pieces and parcels of ground, which amounts shall
include the annual installments and the interest on the same on all
unpaid. balances for one year at
the rate of
five per
cent per annum,
as aforesaid; and such amounts
so certified
shall be
collected as other
taxes and assessments are collected.
Sec. 7. This ordinance shall take effect and be in force from and
after its -public ation once in the Sajina,Evening Journal.
