ORDINANCE No. /,� &I -�
An Ordinance relating to and apportioning and levying special assess-
ments on certain lots and pieces of ground in the city of Salina,
Kansas, to pay the cost of paving and excavating -certain alleys
and parts of alleys in said city; and relating to and providing
for the collection and payment of such special assessment$
Be it ordained by the Mayor and Councilmen of the city of Salina:
Section 1. For the purpose of paying the cost of paving and
excavating the alley between Seventh street and Eighth street be-
ginning with the south line of Iron avenue and extending to the north
line of Walnut stree6, and the cost of paving and excavating that
part of the alley lying between Santa Fe avenue and Seventh street
between the south line of Lot No.116,on Santa Fe avenue and the north
line of Walnut street, there are hereby levied and assessed for
each of such alleys'separately, on the property liable therefor, beig
all the lots and pieces of ground lying on either -s-ide of said alleys,.. --
respectively, special assessments covering the cost Of such work and
improvement, said special assessments being based on the special
valuation and appraisement of said lots and pieces of ground hereto-
fore mace by three disinterested appraisers appointed by the mayor
and council to appraise said property without regard to buildings or
improvements thereof, which said appraisement is -hereby referred to
and made a part of this ordinance, and the lots and pieces of ground
liable for -such special assessment and the several amounts levied,
apportioned and assessed against each of them for the purpose afore.•

Sec. 4.

Saidnamounts levied, apportioned and assessed as
aforesaid shall be due and collectible in one installment, said
installment becoming due on or before the 20th day of August,1912,
Provided, that the owner of any piece of property liable for any
such special assessment may redeem his property from such liability
by paying into the city treasury the entire amount chargeable against
the same as in this ordinance specified at any time before said 20th
day of August, 1912, and his property so paid on shall not there-
after be liable for any part of the cost of said improvement.
Sec. 5. There is hereby further levied and assessed against
each lot and piece of ground described in Sections two and three
hereof, on which the assessments shall not have been paid before the
said 20th day of August, 1912, five (5) per cent interest per annum
on all said installments therein mentioned
,nthe collection of each
of said installments as provided by law, and after the said 20th
day of August, 1912, it shall be the duty of the city clerk.of said
city to certify to the county clerk of Saline county, Kansas, a full
list of all property liable to taxation and assessment for sudiwork
and improvement except such property on which said special assess
:rents aforesaid. have been paid as herein provided together with the
respective amounts due on each of said tracts, pieces and parcels
of land, which amounts shall include interest on the same at five
(5) per cent per annum aforesaid, and such amounts so certified
shall be collected as other taxes and assessments are collected.
Sec. 6. This ordinance shall take effect and be in force
once in the Salina Evening Journal.
