05-15-2007 Minutes . . . -815- The regular monthly meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on Tuesday, May 15th, 2007, in the Youth Services Dept. The following Board members were present: James Hall, Sandie Johnson, Brian Schmidt, Alan Jilka and Sheldon Lilak~ Others present were Joe McKenzie, Sandy Wilcox, Kristi Hansen, Kay Bachofer, Lucy Crowl and Marsha HeiJ;1s with the Girl Scouts, Dave Clouston with The Salina Journal and Mike Wilson, observer for the League of Women Voters. WELCOME NEW BOARD MEMBER: James Hall introduced Brian Schmidt to the Board. James Hall called the meeting to order and asked for any changes or additions to the April Board meeting. No changes were suggested. 07-22 On a motion made by Sandie Johnson and seconded by Alan Jilka it was RESOL VED THAT: The Board of Trustees of the Salina Public Library approves the minutes of the April Board meeting as printed. Motion passed. P.815,05/15/07 PUBLIC COMMENTS: None FRIENDS OF THE LIBRARY REPORT: Joe McKenzie reported that the Friends meet this afternoon at 4:00 p.m. They will be electing new officers. They gave out three scholarships this Spring. They will also be working on sorting books. ORIENTATION: Summer Reading Program - Kristi Hansen Kristi gave the board information on the Summer Reading program. The theme this year is "Get a Clue". The program will start June 1st. They have gone to every grade school and met with students to promote the program. Kids can sign up at the library or online. Children set their own reading goal and record the books they read. They can come to the library each week to playa game and win a prize. We have about 60 teen volunteers signed up to help this summer. Teen volunteers help sign the children up and help the kids play the games. There will also be arts and crafts programs going on through out the summer. Many special programs are also scheduled. Every Friday at 2:00 p.m. will be snack and a movie. Once the children reach their reading goal they get a ticket for the end of summer party. We usually have between 600 and 700 people attend the party Thursday or Friday. The Youth Services staff has gone to the Junior Highs and High Schools to promote the Summer Reading Program for teens. For every 50 pages they read they enter their name into a drawing for prizes. The final prize will be either a portable Play Station or I Pod. Teens can also register online. On Mondays Youth Services staff will be going to Salvation Army to do story times and Fridays at 11:00 a.m. to Church ofthe Cross for story time. In previous years we have had approximately 2000 children and 200 teens sign up for the program. -816- DISCUSSION: Imagination Station Joe discussed the proposed remodel of the Discovery Center into the Imagination Station. Youth Services has been in the lower level for 10 years and it's time to update . the area. They have been working on some ideas to remodel and expand space along to follow our lifelong learning concept. We have been working with Design Central to design the space. Joe handed out a sheet lining out a proposal for the new space. Kristi spoke to the Board about the project and why we need to make this change. The estimated cost of remodeling the space is between $25,000 and $30,000. The estimated cost of educational materials to go into the Imagination Station is $6,000. We would like to start the project in the fall. 07-23 On a motion made by Sheldon Lilak and seconded by Sandie Johnson it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves to.go ahead with the Imagination Station project. Motion passed. P.816,05/15/07 ,. J.,. . PRESENTATION: Representatives from the Girl Scouts presented a display board with the 2007 women of Achievement. The Library will house this display. They will also include booklets with the display so that people can see the background on the women that won this award. DISCUSSION: 2008 Budget Joe spoke to the Board about the 2008 budget. In 2008 we will see an increase in postage, utilities and public relations. We will also propose 2 new staffing positions: Security and Community Outreach. There will also be a proposed increase in starting wages for Pay Grade 1- 5.5% in anticipation of minimum wage legislation passing. He . is also proposing a 3-4 % increase in other staff salaries. Our salaries for MLS Librarians and Tech staff are low. The outlook is for a moderate increase in operating funds, balanced with little or no increase in the mill levy. In June, there will be several proposals for discussion to be followed by the Budget Worksheets in mid-July and a discussion of the full budget in July. DISCUSSION: Parking Lot Joe presented the Board with information on parking lot project. The Peggy Simms Dance Studio is for Sale. This building would serve two purposes: expanded parking and more space for staff and CLASS activities. The Pro's and Con's of purchasing this building were discussed. The total estimated cost plus remodeling would be $200,000 to $230,000. 07-24 On a motion made by Sheldon Lilak and seconded by Sandie Johnson it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves researching a package price for the dance. studio, the lots behind it and the house to the East and to look at possibilities of properties in South Salina. Motion passed. P.816, 05/15/07. FINANCIAL REPORT: The 2006 Audit was received and distributed to the Board. There were no reportable conditions. . . . . -817- We are on target with spending for the year. Utilities are trending higher. Library material spending is on track. McNaughton, Postage, Supplies and Capital Expenditures line items were also discussed. STATISTICAL REPORT: Youth Services circulation is down from last year. LIBRARIAN'S REPORT: We will be receiving the Bequest from the Laura Youst Estate this week. We will sign that over to the Salina Community Foundation to open a fund in the Library's name. The coffee shop in the south lobby will be closing at the end of the month. They aren't doing enough business to remain open in this location. Weare looking at the possibilities of having a nice vending machine area for our patrons. We are sponsoring the story telling stage at the Smoky Hill River Festival. Joe will be on vacation at the end of the month. We do have a position opening for the CLASS Coordinator and several openings in our Circulation Dept.
