RESOLUTION NUMBER 80-3484
WHEREAS, the City of Salina desires to make application to the North
Central Regional Planning Commission (NCRPC) for pass-through funds from the
Department of Housing and Urban Development's (HUD) "701" Comprehensive Planning
Assistance program in order to complete a housing element and a transportation
plan; and
WHEREAS, the City of Salina has previously participated in a "701"
program and federal regulations require prior recipients to have a land use and
housing element and summary statement; and
WHEREAS, the State of Kansas has not approved a Land Use Plan or a
Housing Element for the City of Salina; and
WHEREAS, the City of Salina participates in planning efforts of the
NCRPC; and
WHEREAS, the NCRPC has an approved housing element and summary
statement which:
A. Is of sufficient detail pursuant to 24 CFR 600.70; and
B. Has local participation strategy for developing policies, strategie
and implementation activities necessary to accomplish housing
goals and objectives including the provision of essential public
facilities and services; and
WHEREAS, the NCRPC has an approved land use element which includes:
A. Studies, criteria, standards and implementing procedures necessary
for effectively guiding and controlling major decisions as to
where growth shall and shall not take place; and
B. Land use planning and implementation efforts which are coordinated
with other municipal functional programs and policies; and SO
NOW, THEREFORE
BE IT RESOLVED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That the 1978 Regional Land. Resource Analysis and the
Regional Housing Plan 1975-1980, prepared and adopted by the NCRPC are hereby
accepted and adopted. Said acceptance and adoption is valid only until such
time as the Kansas Division of State Planning and Research approves locally
prepared and adopted plans.
Adopted by the Board of Commissioners of the City of Salina, Kansas,
land approved by the Mayor this 21st day of April, 1980.
