RESOLUTION NUMBER 3465
A RESOLUTION ESTABLISHING A COMPLETE COUNT COMMITTEE, PROVIDING FOR
THE MANNER OF APPOINTMENT, DEFINING THE POWERS AND DUTIES OF THE COMMITTEE,
AND ESTABLISHING THE TERM OF SAID COMMITTEE.
WHEREAS, the Twentieth United States Decennial Census of Population
and Housing will be conducted beginning April 1, 1980; and
WHEREAS, all the inhabitants of the City of Salina are to be
enumerated in this census;
WHEREAS, the information collected in the census serves many useful
purposes, among which are apportionment of representation of Congress and other
legislative bodies, measurement of the economic well-being of communities and
their inhabitants, allotment of certain Federal and State tax revenues and
other financial aid to our communities, determination of future needs for public
services, and numerous other useful purposes; and
WHEREAS, the accuracy and completeness of the Census for the City of
Salina will determine its population rank among other communtiies of the Country;
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of
Salina, Kansas:
Section 1. Organization of the Complete Count Committee
(A) There is hereby created the Complete Count Committee,
which shall consist of well-respected and influential
members of various segments of the community, to be
appointed by the Mayor with the consent of the Board
of Commissioners.
(B) The Chairperson of the Complete Count Committee shall
also be appointed by the Mayor with the consent of the
Board of Commissioners.
(C) The members appointed to the Complete Count Committee
will serve from January 1, 1980 until June 1, 1980, at
which time the Committee shall be abolished.
(D) The members of the Committee shall serve without
compensation and should be willing to invest time
and energy in this project.
(E) The Commission may wish to direct the City Manager
to designate a full-time staff member of the City to
serve as a liaison between the government and the
committee to perform administrative functions to ease
the work of the Committee.
Section 2. Duties of the Committee
(A) To involve community leaders in encouraging public
cooperation with the census effort.
(B) To conduct a public campaign to inform the citizenry
of the confidentiality safeguards surrounding the 1980
Census information.
(C) The Committee will enhance the Census Bureau's mass
communication efforts by bringing these efforts more
directly to the local community.
Adopted by the Governing Body of the City of Salina, Kansas and
signed by the Mayor this 3rd day of December, 1979
