RESOLUTION NUMBER 3435

A RESOLUTION determining the advisability of curbing, guttering,
paving, grading, storm drainage, water main and sanitary sewer improvements,
estimatinq the cost thereof, defining the boundaries of the improvement district,
method of assessment, and apportioning the cost between the improvement district
and the City -at -large.
WHEREAS, said improvements were requested by petition of those liable
for the cost of the same, said proceedings shall be without notice, as provided
by K.S.A. 12-6aO4.
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Board of Commissioners of the City of Salina,
Kansas, hereby finds and finally determines that it is advisable to make the
following improvements, to -wit:
Eastridge Addition
Water main and services
Lateral Sanitary Sewer 611
Wallerius Addition Improvements
Curbing, guttering, paving and grading of JUPITER AVENUE from
the east line of Hageman Avenue to the west line of Tulane
Avenue.
Curbing, ,guttering, paving and grading of SATURN AVENUE from
the east line of Hageman Avenue to the east line of Tulane
Avenue.
Curbing, guttering, paving and grading of TULANE AVENUE from
the north line of Saturn Avenue to the south line of Mercury
Avenue.
Water main and services for certain lots in 14allerius Addition
Lateral Sanitary Sewer 610
Meadowlark Acres Addition dumber 3
Curbing, guttering, paving, grading and storm drainage system
on CENTURY PLAZA DRIVE from the north end of the existing
pavement to Saturn Avenue.
Curbing, guttering, paving, grading and storm drainage system
on SATURN AVENUE from the east right-of-way line of South
Ninth Street to a point 61.5 feet east.
Section 2. The extent or boundaries of the proposed improvement
district to be assessed is:
That part of the City of Salina, Saline County, Kansas, described
as follows, to -wit:
Lots 5, 6, 7, 8, 9, 10, Block 1; and Lots 2, 3, 4, 5, 6,
Block 3, Eastridge Addition to the City of Salina, Saline
County, Kansas.
Lots 1 through 7, Block 3; Lots 5 through 17, and the
south half of Lot 18, Block 7; Lots 1 through 18, Block
8, Wallerius Addition to the City of Salina, Saline
County, Kansas

A tract of land in the Southeast Quarter of the Southeast
Quarter (SE, SE4) of Section Twenty-six (26), Township
Fourteen (14) South, Range Three (3) West of the Sixth
Principal Meridian in Salina, Saline County, Kansas,
described as follows:
Beginning at the center line of Saturn Avenue and
Hageman Avenue; thence east along the center line of
Saturn Avenue a distance of seven hundred eighty feet
(780') to the east line of Tulane Avenue extended; thence
south two hundred feet (200'); thence west seven hundred
eighty feet (780') to the center line of Hageman Avenue
extended; thence north to the point of beginning.
The north eight hundred thirty-two and sixty-nine hundredths
feet (832.69') of the west half of Lot 18, Block 15, and
the west sixty-one and five tenths feet (6.1.5') of the
south half of Lot 29, Block 5, Meadowlark Acres Addition
Plumber 3 to the City of Salina, Saline County, Kansas.
Section 3. The estimated or probable cost of such improvements is
$308,588.50.
Section 4. The apportionment of cost between the improvement district
and the City -at -large, is as follows:
1. Costs chargeable to private property in the amount of
$290,578.75.
2. Costs chargeable to the City -at -large in the amount of
$18,009.75.
Section 5. The assessment with accrued interest shall be levied as a
special tax upon the property included within the benefit district concurrent
with the general property taxes and shall be payable in ten (10) equal annual
installments.
Section 6. The method of assessment shall be based on the adjusted
front footage or front footage of each lot of land, equally in Eastridge Addition,
and without regard to the buildings or improvements.of the land.
Section 7. That the advisability of the improvements set forth
herein is hereby established without notice and hearing, as authorized by K.S.A.
12-6a04(1).
Adopted by the Governing Body of the City of Salina, Kansas, and
signed by the Mayor this 25th day of June, 1979.
