86-3832 Designate Enterprise Zone1 1 1 RESOLUTION NUMBER 86-3832 A RESOLUTION REQUESTING THAT PROPERTY IN THE CITY OF SALINA AND INDUSTRIAL PARK LAND OUTSIDE THE CORPORATE LIMITS OF THE CITY OF SALINA BE DESIGNATED AS AN ENTERPRISE ZONE AS AUTHORIZED BY K.S.A. 12-17,109; AND REPEALING RESOLUTION NUMBER 85-3809. WHEREAS, the following described area lies within the corporate limits of the City of Salina, Kansas: Tract 1. WHEREAS, both areas have a combined population of 5,621 which is 13.4% of the population of the City of Salina as enumerated in the 1980 U.S. Census; and WHEREAS, 'the boundary of each area is continuous and the combined areas encompass 14.6% of the area of the City of Salina; and WHEREAS, the unemployment rate for the area is greater than 11 times the average state rate of unemployment for the comparable time period; and WHEREAS, the Board of Commissioners of the City of Salina, Kansas finds that there is substantial deterioration, abandonment or demolition of commercial and residential structures in the area; and WHEREAS, the board of Commissioners of the City of Salina, Kansas has considered the eligibility requirements and certifies the correctness of the supporting evidence; and WHEREAS the legal counsel has provided a written opinion of conformance to the law for designation as an enterprise zone; SO NOW, THEREFORE, . BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the areas hereinbefore described meet the requirements for designation as an enterprise zone. 1 1 1 Section 2. That the Secretary of the Kansas Department of Economic Development is hereby requested to approve these areas as an authorized enterprise zone consistent with K.S.A. 12-17,109. Section 3. That this Resolution shall be in full force and effect, and Resolution Number 85-3809 is hereby repealed after the official designation by the Kansas Department of Economic Development. of the Enterprise Zone hereinbefore requested.
