WHEREAS, the area has a combined population of 5,621 which is 13.4% of the population of the City of Salina as enumerated in the 1980 U.S. Census; and WHEREAS, the boundary of each area is continuous and the combined areas encompass 15.3% of the area of the City of Salina; and WHEREAS, the unemployment rate for the area is greater than 11 times the average state rate of unemployment for the comparable time period; and WHEREAS, the Board of Commissioners of the City of Salina, Kansas finds that there is substantial deterioration, abandonment or demolition of commercial and residential structures in the area; and 1 1 1 WHEREAS, the Board of Commissioners of the City of Salina, Kansas has considered the eligibility requirements and certifies the correctness of the supporting evidence; and WHEREAS, the legal counsel has provided a written opinion of conformance to the law for designation as an enterprise zone; SO NOW, THEREFORE, Kansas: BE IT RESOLVED by the Governing Body of the City of Salina, Section 1. That the areas hereinbefore described meet the requirements for designation as an enterprise zone. Section 2. That the Secretary of the Kansas Department Commerce is hereby requested to approve these areas as an authorized enterprise zone consistent with K.S.A. 12-17,109. Section 3. That this Resolution shall be in full force and effect, and Resolution Number 86-3859 is hereby repealed after the official designation by the Kansas Department of Commerce of the Enterprise Zone hereinbefore requested.
