A RESOLUTION REQUESTING THAT PROPERTY IN THE CITY OF
SALINA BE DESIGNATED AS AN ENTERPRISE ZONE AS AUTHORIZED BY
K.S.A. 12-17,109; AND REPEALING RESOLUTION NUMBER 89-4054.
WHEREAS, the following described area lies within the corporate limits
of the City of Salina, Kansas:
Tract 1. Beginning at the intersection of the center lines of
North Ninth and West Ash Streets (Point of Beginning);
thence southerly along the center line of North Ninth Street
and continuing along the center line of South Ninth Street to
. _ its intersection with the center line of West Prescott Avenue;
thence easterly along the center line of West Prescott Avenue
and continuing easterly along the center line of East Prescott
Avenue 'to its intersection with the center line of South
Fourth Street; thence northerly along the center line of

WHEREAS,
the area has a combined population of 5,621 which is 13.4%
of the population of
the City of -Salina as enumerated in the 1980 U.S. Census;
and
WHEREAS,
the boundary of each area is continuous and the combined
areas encompass 16.9% of the area of the City of Salina; and
WHEREAS,
the unemployment rate for the area is greater than 11 times
the average state rate of unemployment for the comparable time period; and
WHEREAS,
the Board of Commissioners of the City of Salina, Kansas
finds that there is
substantial deterioration, abandonment or demolition of
commercial and residential structures in the area; and
WHEREAS,
the Board of Commissioners of the City of Salina, Kansas
has considered the eligibility requirements and certifies the correctness of the
supporting evidence;
and
WHEREAS,
the legal counsel has provided a written opinion of
conformance to the
law for designation as an enterprise zone; SO NOW,
THEREFORE,
Kansas:
BE IT RESOLVED by the Governing Body of the City of Salina,
Section I. That the areas hereinbefore described meet the
requirements for designation as an enterprise zone.
Section 2. That the Secretary of the Kansas Department Commerce is
hereby requested to approve these areas as an authorized enterprise zone
consistent with K.S.A. 12-17,109.
Section 3. That this Resolution shall be in full force and effect, and
Resolution Number 89-4054 is hereby repealed after the official designation by
the Kansas Department of Commerce of the Enterprise Zone hereinbefore
requested.
Adopted by the Board of Commissioners of the City of Salina, Kansas
