1739 Special Election0 ORDINANCE NO. 1739. An ordinance providing for and calling a special election in the city of Salina, Kansas, for the purpose of submitting to the 81ectors of said city the proposition of authorizing the mayor and council of said city to Issue bonds in the sum of 6�4,000,00•as a contribution toward the cast of building and constructing, by Saline county, Kansas, a cement bridge across the Smoky Hill River on Iron Avenue in the city of Salina. WHEREAS, the Board of County Commissioners of Saline County, Kansas, contemplate the building of a cement bridge across the Smoky Hill River, on Iron Avenue, in the city of Salina, Kansas, at an estimated, approx.mate cost of $30,000.00; and. WHEREAS, the mayor and council of the city of Salina are willing, on behalf of said city, to aid and contribute toward the payment of the cost and expense of building such bridge to the amount of four thousand (4,000) dollars; providdd that the electors of said city shall, by a majority vote of thoee voting at an election called for such purpose, authorize the said mayor and council to issue the bonds of said city in said sum of 4,000.00 for a contribution toward the payment of the cost -of -such bridge and improve- ment; therefore, Be it ordained by the Mayor and•Councilmen of the city of Salina: Section 1. That.a special election be and the same is hereby called - to be held in the city of Salina, Kansas, on Tuesday, the 10th day of Feb- ruary, 1914, for the purpose of submitting to the electors of said city of Salina the proposition whether or not the mayor and council of said city shall be authorized to issue the bonds of said city in the sum of Four Thous- and ($4,000.00) Dollars, for the purpose of contributing that sum of money toward the cost and expense of building and constructing a cement bridge a- cross the Smoky Hill River, on Iron Avenue, in the city of Slina, Kansas, said bridge to have a driveway of not less than 40 feet wide, two -foot walks of not less than 802 feet wide, and two spans of approximately 80 feet in length each. Sec. 2. Said.bonds proposed to be issued shall be of the denomination of Five Hundred (500.00) Dollars each, they shall be made payable,in ten (10) years from the date of their issue, shall bear interest at the rate of five (5) per cent per annum, payable semi-annually, for which interest.cou- pons shall be attached, and shall be registered according to law. Sec. 3. Said special election shall be held at the voting places in the several wards of the city between the hours of eight o'clock A. M. and -six o'clock P. M. on the said 10th day of February, 1914, and such election shall be governed In all respects and the result thereof declared as is pro- vided by the general laws of the State of Kansas relating to general city elections in cities of -the second class; .Provided, that if a majority of all the votes cast for and against said proposition at said special election shall be in favor thereof, then the said mayor and council may issue.&&id.. bonds, and not otherwise.. 1 F] I. The manner of voting at such special election shall be by ballot, and the ballots used shall,be in substantially the following form: "To vote in favor of any question submitted upon this.ballot, make a cross (X) mark in the square after the word "Yes"; to vote against it, make a similar mark in the square'after the word "No". NO. the Smoky Hill River, on Iron Avenue,'in the city of Salina, Kansas, and on the back of each ballot shall be printed, in addition to the en- dorsement prescribed for general city ballots, the words, "Question sub- mitted". Sec. 5. The mayor is hereby authorized and diredted to give notice of such special election by proclamation,.stating therein, the amount of bonds proposed to be issued, the purpose of the issue and state the poll- ing places at which such special election will be held. Such proclamation shall be signed by the Mayor and City Clerk and shall be published in the official city paper for six (6) consecutive days, the 'last publica- tion of which to be made at least fifteen. 415) days .prior to the date of said election.
