An ordinance providing for the extension of the main. or Ash Street sewer in the City of Salina, Kansas,, and providing for the manno.r_ of e.onstruot1gft anq for the paymentoofothe cost .t.heretii12 Be it ordained by the Mayor and Councilmen of the City of Salina: Section 1. It is hereby ordered that'the main or Ash Street sewer in the City of Salina, Kansas shall be extended from its pres- ent terminiks at the Smoky Hill River, where the same intersects with or near to Front Street,'east on said Ash Street, to a point in said Smoky Hill River just east of Ohio Stueet at the.eastern end of Ash Street, and such extension shall be constructed as herein provided. Section 2. The .plans and specifications for such sewer exten- sion and of the construction of the same, made and prOpared by the city engineer of said city and now, on file• -with the city clerk, are hereby adopted and approved._as'and for the 'plans.and specifications for such work and improvement, and the same and every. part thereof are hereby made a part og this ordinance in all respects as if the same were written out in full herein, and all the.work and improve- ment specified and described in said plans and specifications. shall be done and performed in.strict compliance with such plans and specifications and under the direction of said city engineer aforesaid. Section 3. After -the passage, approval by the mayor orddis- approval and veto by the mayor and passage over, -such veto, and publication of this ordinance the city.clerk.shall advertise for bids for the construction of the improvement provided for in this ordinance. Such advertisement shall be printed in such paper or papers -as hhe mayor and council may direct, and shall be printed for a' period of. irty day ks, and such advertisement shall state the time when such shall be received, and opened ®which shall be a , 19130 and upon rece.ipt�and opening of such bids, the mayor and council may, and are hereby authorized to let -the contract for the construction of such sewer extension to the most satis- factory and responsible bidder, as.determined by the said mayor and ..Council, or, the said mayor and council may reject.any and all_of such bids so received and re-adverties for other bids for such work and im- provement. Section 4. The cost and expense of constructing such sew er shall belassess.ed against all lots and pieces of ground contained in the City.of Salina 'as a sewer district, as provided by Ordinance No. 613, of.the.printed ordinances of said city, passed and approved December 23, 1887,.and the mayor and council are hereby authorized to provide for the payment of the cost thereof by installments, instead of levying the entire tax or special assessment at on* time, and for such install - merits the mayor and council are hereby authorized.to issue improvement bonds Ui_,.the city. of S'alina, payable in installments of equal amounts each year, none of which bonds or the installments thereof shall run longer than ten (10) years, or bear interest exceeding five (5) per ceept per annum., Such bonds may be -issued to the contractor_or.contractors constructing such improvement in payment thereof, or the mayor and coun- may..sell,said bonds,•at not. lees than their par value, and a the `proceeds thereof tosuch contractor or, contractors, and 'such bonds be of such denominations as the mayor and council may determine. And for the .purpose of paying principal and interest on said bonds as iihey severally become due, the mayor and council shall each year, during the life.of said bonds, levy.an assessment against all taxable real estate in said city at the assessed value thereof for general purposes in an amount.suffi ficient to pay thID principal and interest for that year; and the city clerk shall certify such assessments, as they are severally made.to the county clerk of Saline Co°"nty, Kansas, at the same time and in the same manner.as other city tales are certified. Section 5. This ordinance shall take effect and be in.force from. and after its publication once in the 'Salina Evening Journal.
