1732 Sidewalk Construction. 3:8 O R D _I N A N C E N 0._ 1732. _. Published in the Salina Evening Journal October 1913. An Ordinance providing for the constructionof certain sidewalk in the City of Salina, Kansas. Be it ordained by the Mayor and Councilmen of the City of Salina: That the owner or owners of any and all real estate abutting, On the North side of Cedar Street from the West side of Phillips Street, to the East side of College Avenue, being on the South side of,Lots, (13-15- 17-19-21 & 23 on Cedar Street in Phillips Third Addition to the City of Sali Kansas. On the North side of Grand Avenue from the West side of Santa Fe Avenue to the -East side of Eleventh Strect, being on the South side of Blocks, (11- 12-13-14 & 15 in Pacific Addition to the City of Salina, Kansas. On the West side of Seventh Ctreet from Lincoln Avenue to the South side of Decatur Street, being on the East side of Block (5) in Calkins Addition, to the City of Salina, Kansas. On the South side of Jewell Avenue across Fourth Street and the Right of Way of the McPherson Branch of the Union Pacific Railway. On the East side of Tenth Street from the North side of Lincoln Avenue to the South side of Grand Avenue, being on the West side of Lotti, (1-3-5-7- 9-11-13-15 & 17 in Block (2) of Crowthers Addition to the City of Salina, llansas . On the West side of Block (20) in Pacific Addition to.the city of Salina, Kansas; are herby required to construct or cause to be constructed on or be- fore the 27th day of November 1913, a sidewalk in front of and adjacent to all the lots, or parts of lots above described, said sidewalk to be construct ed of the material, width and in the manner specified and required by the provisions of Ordinance No. 1038, of the printed ordinates of the city of Salina, which said Ordinacne No. 1038 is hereby incorporated in and made a part of this Ordinanpe. Sec, 2. That the committee on sidewalks of the city council, shall as soon as practicable after the said 27th day of November 1913, cause such side- walk as described in Section One (1) hereof to be constructed as herein provided where such owner or owners fail, neglect or refuse to build the same, as pro- vided herein, and shall report there proceedings, together with length and dimensions of the walk so constructed by said committee and the actual expense thereof to the city council. payable in installments of equal amounts each year, none of which bonds 1 1 1 1 or the instbllments thereof shall run longer than ten (10) years, or bear interest exceeding five (5) per cent per annum. Such bonds may be issued to the contractor or contractors constructing such improvement in pay- ment thereof, or the mayor and council may sell said bonds, at not less than their par value, and pay the proceeds thereof to such contractor or contractors, and such bonds shall be of such denominations as the mayor and council may determine. And for the purpose of paying principal and interest on said bonds as they severally become due, the mayor and council ,,hall each year, during the life of said bonds, levy an assessment against all taxable real estate in said city at the assessed value thereof for general purposes in an amount sufficient to pay the principal and interest for that year, and the city clerk shall certify such assessments as they are severally made to the county clerk of Saline County, Kansas, at the' same time and in the same manner as other city taxes are certified. Section 2. That the committee on sidewalks. of the city council, shall, as soon as pra.cticalle after the said 27th day of November 19132 cause such sidewalk as described in Section One (1) hereof to be construct ed as herein provided where such.owner or owners fail, neglect or refuse to.build the same, as provided herein, and shall report their proceedings, together.with the length and dimensions of the walk so constructed by said committee and the actual expense thereof to the city council. Section 3. The expense of constructing said walk 'by said committee shall be assessed against the real estate abutting thereon according to' the front foot thereof, and collected as other.taxes against such real estate. Section 4. This Ordinance shall take effect and be in force from and after .its publication once in the Salina Evening Journal. Passed and approved October 20, 1913. Attest.., a .�a,. ayor.
