1717 Street CommissionerORDINANCELei NO. 1717 AN ORDINANCE prescribing the duties and fixing the compensation of the Street Commissioner of the City of Salina, prescribing the compensation to be paid employes working on the streets of said city, and repealing Ordinance No. 637, passed and approved March 7, 1988, and Ordinance No. 1523, passed and approved October 18, 1909. Be it ordained by the Mayor and Councilmen of the City of Salina: Section 1. The Street Commisioner shall be under the general orders and directions of the Mayor and Council, and in the absence of the orders and directions from the Mayor and Council he shall be under the orders and direc- tions of the committees on streets and sidewalks. He shall have charge of and direct the work of all laborers and teams engaged in working on the streetf and alleys of the city, and all such employes shall be under the immediate direction of said Street Commissioner, with the right in him, subject to the provisions of this ordinance, to employ and discharge all laborers and em- ployes in his department. It shall be his general duty to keep the streets, alleys, sidewalkb, bridges, viaducts and culverts clean and in good repair for public use and travel. He shall also keep a complete and accurate account of all oaborers and teams employed in his department, and an 'itemized statement of the cost thereof, each month, and shall each month present to the P:layor and Council a complete and accurate report showing the number*of laborers and teams employed, the number of days worked,)by eachiandf;the..wages- paidd-__.each-. per'dgy, andt,thowinglalso the,..1*gik done"by-his';department for the preceding month as well as receipts and transactions of his office; and shall, as often as the .first Monday of March, June, September and December of reach year, render to the Council a true, complete and itemized statement of the property in his possession belonging to the city. Sec. 2. That Street Commissioner, by and with the advice and consent of the Mayor and the Committee on Streets, is hereby authorized to employ, f time to time, such number of laborers and such number of teams and wagons with drivers as may be necessary to carry on the work of his department: Provided, however, That the number of laborers and teams to be employed and theexpense thereof shall at all times be subject to the direction.of the Mayor and Council and provided further., that no -team and wagon with driver shall be employed by said street commissioner to work on the streets of said city at a wage in ex- cess of,$3.50 per day for eight hours's wokr, and no laborer shall be employed at such work at a compensation exceeding $1.75 per day for eight hours's work, except laborers cleaning streets with broom, shovel and cart, who shall not be employed at a wage in excess of $1.50 per day for eight hours's work; and pro- vided further, that the street commissioner shall not use or employ, on such street work, more than two teams and wagons, or two teams or two wagons owned by him, or in which he is in anywise financially interested, the compensation therefor, when so used and employed, to be fixed by the Mayor and Council. Sec. 3. Every person employed to work on the streets of the city shall (file with the City Clerk, on or before the regular monthly meeting of the City 1 1 1 1 TPAY 1 1 L 1 u (Council, and itemized and verified statement of the time worked by him, or by his team and wagon, or team or wagon, during the preceding month, and the amount claimed as due him thereforl Provided, however, that any such person may present his bill for labor performed by him, duly verified and itemized as aforesaid, to the Clerk at the end of each weeks, and if such bill is approved Iby the Street Commissioner, the City Clerk is hereby authorized by pay the sanD out of any funds in his hands belonging to the city, and present an account therefore and thereof to the Mayor and Council at the next succeeding regular monthly meeting of the Council; but in no case is such Clerk authorized to pay Jany such claim unless the same has been duly verified according to law. Section 4. Sec. 5. That Ordinance No. 637, passed and approved march 7, 1 881 and Ordinance No. 1523, passed and approved October 18, 1969, are hereby repealed. Sec. 6.
