An Ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of curbing and guttering
Johnstown Avenue in said City from the east line of Front Street
to the west line of Oakdale Avenue therein, and relating to
and providing for the colle ction and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. For the purpose of paying the cost of curbing and
guttering Johnstown Avenue in the City of Salina, Kansas from the
east line of Front Street.tb the west fine of Oakdale Avenue in
said City there are hereby levied and assessed on the property liable
therefor, being all of the lots and pieces of ground lying on either
side of said Johnstown Avenue for the distance improved as afore-
said, to the center of the block on either side thereof, according
to the appraised'value of.such lots and pieces of ground, without re-
gard to the buildings or improvements thereon, special assessments
covering the cost of such work and improvements, said special asses�s-
ments being based on the special valuation and appraisement of said
lots and pieces of ground heretofore made by -three disinterested
appraisers, appointed.by the Board of Commissioners of.the City of
Salina, Kansas, which said appraisement is hereby referred to and
made a part of this ordinance, and the several amounts levied,, appo:
tioned and assessed against each of said lots and pieces of ground
for the purpose aforesaid are hereby found and determined to be as
follows:

Section.20 Said amounts levied, apportioned and assessed
aforesaid shall be due and collectible in 10 equal installments,
the first becoming due with the taxes levied for the year 1923,
and one of said installments falling due each and every year there-
after until all are paid, and all to be collected with interest
as in this ordinance provided; PRGVIDED,'that the owner of any piece
of property liable for any such assessment may redeem his property
from such liability by paying into the City Treasury the entire
amount chargeable against the same, as in this ordinance designated
at any time within 30 days after the publication of this ordinance
and before the issuance of the bonds of said City in payment of the
balance of said improvements, and his property so paid on shall not
thereafter be liable for any further assessments for the -cost of said
improvements; nor for any part of said bonds.
Section 3. There is hereby further levied and assessed against
each lot and,piece of ground described in this ordinance 6a interest
per annum on all of said installments therein mentioned from the date
of the bonds, which may be issued at the end of 30 days as specified
in the preceding section hereof, as by law provided, to the time of
collection of the last of said installments as provided by law, which
said interest shall be collected annually at the same time and in the -
same manner as said installments are collected; and after the taking
effect of this ordinance it shall be the duty of the City Clerk of
said City to annually at the same time other taxes are certified, to
certify to the County Clerk of Saline County, Kansas a•full list of
all property liable to assessment and taxation for such work and
improvement, except such property on which the special assessments
aforesaid have been paid in full as hereinbefore provided, together
with the respective amounts due on each of such lots and pieces of
ground, which amounts shall include the annual installments of such
spe cial assessments together with the interest for one ,year at the

rate of 6% per annum, on all unpaid -balances of such assessments at
the beginning of each such year as'aforesaid, and such P.mounts so
certified to the County Clerk as herein provided shall be placed upon
the tax roll.by said County Clerk of Saline County, Kansas and collected
as all other taxes are collected.
Section 4. This ordinance shall take effect and be in full
force from and after itspublication once in the official city paper.

An Ordinance relating to and apportioning and levying special assessments

Section 2. Said amounts levied, apportioned and assessed
aforesaid, shall be due and collectible in 10 equal installments,
the first becoming due with the taxes levied for the year: 1923,
and one of said installments falling due each and every year
thereafter until all are paid, and all to be collected with inter-
est as in this ordinance pfovided; PROVIDED, that the owner of
any piece of property liable for any such assessment may redeem
his property from such liability by paying into the City Treasury
the entire amount chargeable against the same, as in this ordinance
designated at any time within 30 days after the publication of
this ordinance and before the issuance of the bonds of said City
in payment of the balance of said improvements, and his property
so paid on shall 'not thereafter be liable for any further assess-
ments for the cost of said improvements, nor for any part of said bonds.
Section 3'. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
6% interest per annum on all of said installments therein mentioned
from the 'date of the bonds, which may be issued at the end of 30
days as specified in the preceding sectionhereof, as by law provided,
to the time of collection of the last of said installments as pro-
vided by law, which said interest shall be collected annually at the
same time and in the same manner as said installments are collected;,
and after the taking effect of this ordinance it shall be the duty
of the City Clerk of said City to annually at the same time other
taxes are certified, and until all of said assessments so apportioned.
and levied herein have been certified, to certify'to the County,Clerk
of Saline County, Kansas a full list of all.property liable to
assessment and taxation for such work and improvement, except such
property on which the special assessments aforesaid have been paid in
full, as herein provided, together with the respective amounts
due on each of such lots and pieces of ground, which amounts shall
include the annual installments of such special assessments together
with the interest for one year at the rate of 6% per annum, on
all unpaid balances of such assessments at the beginning of each
such year as aforesaid, and such amounts so certified as herein
provided shall be placed upon'the tax roll by the County Clerk of
Saline County, Kansas and colleeted'as all other taxes are collected.
Section 4. This ordinance shall take effect and be in
full force from and after its publication once in the official
city paper.
