2352 Storing Fuel TanksORDIN.ANUE NO. 2352 ( Published . in The Salina -Evening Journal August 21, 1920) An ordinance regulating the building and maintenance of cer- tain tanks used for the storage of fuel ' oil, petroleum, gasoline or other like combustible, inflamable and dan- gerous products or materials, and providing penalties for the violation thereof. BE IT ORDAINED by the Mayor and Councilmen of the City of Salina: Section 1. That it shall hereafter be unlawful for any person, company, co -partnership, corporation or association to own, keep or maintain, either as principal or agent above ground and within one hundred (100) feet of any dwelling house or other building within the City of Salina, any tank of more than one hundred (100) gallons capacity used for the storage of fuel oil, crude o 7 x peitroleum,, .,gasoline or any other like combustible, infa °` r ` �o�r' dangeroi s o - duct or material, un- less such tanks with their appliances and`-< he premises upon which the same are situated shall be constructed and main- tained strictly in accordance with the terms of this ordinance and with the regulations herein provided for. Section 2. All such storage tanks shall be of standard construction throughout and shall be built of steel of suit- able uit-able strength and of not less than three -sixteenths (316) of an inch in thickness. Section 3. All such storage tanks shall be equipped with a venting system consisting of a double screen 50 x 50 non-corrosive.wire gauze mesh -installed and connectedin a safe and workmanlike mangier with all joints in such venting system constructed so as to be air tight and in such a manner that the only source of air supply and source for the escape of gases will be through the wire gauze screens in the vent- ing ent-ing connections. The vent pipe of any storage tank {:having a flat sheeted roof may lead directly through the roof thereof which pipe shall be equipped with .the double screen wire gauze mesh hereinbefore mentioned and shall be made air tight at the point of entrance by the use of litharge or similarly -effect- ive substance applied after a .driving fit has been made. All vents shall, after their construction, be painted with a heavy coat of non -corrosive paint. Section 4 The roofs of all storage tanks shall be con- st ruct ed so as to be' air tight and in such a manner that the only air passages or passage permitting the escape of . gases, shall be through the venting system. In event any manhole shall be constructed in the roof of any storage tank such Aman- hole .shall be constructed so that it may be bolted or screwed s: douin;,arid made equally air- and vapor tight with the remainder of said roof and tank. 1 1 1 1 1 1 Section 5. The measuring openings shall be of the plug and socket type fitted with standard threads and constructed so thslt all openings are air and gas tight when the plugs are screwed firmly into the sockets. Each plug. shall be fastened by chain in close proximity to the socket with which it is used and shall b.e.kept tightly in place in its respective socket except when removed for measuring purposes. Section 6 . All tanks and piping shall be brought into solid permanent electrical connection with the earth for the purpose of carrying off static and other electrical discharges and in accordance with the regulations of the National Electric Code Standard. All piping used in connection with tanks shall be inter -connected by means of a number 0 0 :0, 0 f,l•exlible copper conductor in solid electrical and mechanical,connection wirh the piping, and in connection with a boiler plate not smaller than four (4) square feet in surface area by one-fourth -inch (1/4") in thickness and buried t -o the depth of permanent mois- ture and in any event not less than four (4) feet below the sur- face of the ground. Section 7 There shall be constructed so as to complete- ly surround the storage tanks upon any particular premises, a retaining wall of concrete, brick *or.masonry of not less than eight (8") inches in thickness.. which wall shall be leak proof and of an interior dimension sufficient to retain one and one- fourth (hg) of all the contents of the tanks so surrounded when filled, that is to say that' such wall shall have ah -'interior re:- toining area of a sufficient number of cubic -feet to reta:in`.'the entire capacity of all tanks so surrounded phi's an..additional one -fourth (1/4) thereof. section -S. The premises upon which any such tanks are maintanied shall be kept clean and free of any' dangerous or in- flamable wast or rubbish. r c ior.�9. Any person, company, co -partnership, corpora- tion orpora-tion or association violating any provis ioil'-of this ordinance or refusing ll or neglecting to comply with the requirements there- of shall in such case be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum,not exceeding one hundered ($100.00) Dollars, and each day's continuance of any failure or neglect to comply with any provision of this ordinance shall be deemed to be a separate and distinct offense and s all be punished accordingly. Section 10. This ordinance shall be in force and of full effect from and after its publication once in the offi- cial City paper. Passed and approved, this 16th day of August, 1920.
