Approval of the Wastewater Treatment Plant Filter Press Facility-Project! No.
94-900 and setting the date to receive bids.

This project involves the construction of a two story masonry filter press
building containing a filter press unit; chemical injection equipment; chemical
storage; storage area for dewatered sludge; rehabilitation of three sludge
drying beds; and associated electrical/mechanical equipment.
Recent EPA and KDHE regulations significantly restrict the quantity of sludge
that can be applied per acre to agricultural land. The volume of sludgelgenerated
each year at our Wastewater Treatment Plant would require the City to have access
to at least 600 acres of wheat land, for example, on a year round basis. More
intensive farming practices, such as irrigation, and selection of crops which
utilize more nitrogen than wheat reduces the acres needed each year but does not
address the need to have fallow land available at all times for sludge application
during the crop growing season or inclement weather.
If all of the sludge cannot be applied to agricultural land for its fertilizer and
soil conditioning properties, the sludge can also be used as a soil amendment
material in site reclamation or as cover material at our landfill. However, to be
used at landfills the sludge must be dewatered to approximately 20% solids (no
free water) to minimize operational problems at the landfill. The proposed filter
press unit is designed to exceed this dewatering criteria. Our liquid sludge
prior to dewatering contains approximately 6% solids.
Construction of this facility would allow the Wastewater Division to consistently
process wastewater sludge during periods of inclement weather or when farmland is
not available for land application. We are committed to maximizing the beneficial
uses of our wastewater sludge.

It is recommended the City Commission authorize the Wastewater Treatment Plant
Filter Press Facility-Project No. 94-900, and set Tuesday, August 2, 199~1 as the
date to receive bids. The preliminary construction cost of this facility is
estimated at $1,000,000. It is anticipated funding sources for the filter press
facility would include cash reserves and/or bond proceeds.
